Legacy at Wood's Edge Record of Decision <br />City of Lino Lakes <br />February 2004 <br />The City's Comprehensive Plan guides the project area for mixed use <br />development and includes the Master Plan for this site, developed in 1997. The <br />City's Comprehensive Plan specifically states the following: <br />"The southeast quadrant of the I -35W /Lake Drive interchange represents <br />the Lino Lakes Village area The Village is intended to integrate a mixture <br />of commercial, medium and high density residential and public land uses <br />in an attractive and cohesive design." <br />The City's Zoning Ordinance provides for mixed -use development through the <br />use of the Planned Unit Development process. Additionally, the Village Master <br />Plan included design guidelines that are being implemented as part of the <br />proposed development. <br />Wildlife and Vegetation Impacts <br />A search of the Minnesota Department of Natural Resources (DNR) Natural <br />Heritage Database for rare plant and animal species or other significant natural <br />features known to occur within an approximate one -mile radius of the proposed <br />project was conducted. The results of the database search show four known <br />occurrences of rare species or animal aggregation sites in the search area A <br />Bald Eagle nesting site has been documented east of the project site within the <br />Wargo Nature Center, which is approximately 3/4 -mile east of the proposed <br />development. No Construction is proposed within close proximity of the nest. <br />The Lino Lakes Town Center Natural Resource Inventory Report was completed <br />in 1999. Additional biological field investigations were conducted on July 9, 2003, <br />to determine if any occurrences of rare plant species are present on the site The <br />results of the biological field survey conclude that there were no rare plant <br />populations encountered and that the proposed development will not directly <br />impact any rare plant species. <br />Erosion and Sedimentation <br />The preliminary grading estimates have been refined since the publication of <br />the EAW. Current estimates indicate that approximately 69,000 cubic yards of <br />material will be cut and approximately 150,000 cubic yards of fill material will <br />be required resulting in a net difference of approximately 81,000 cubic yards <br />of fill being required for the proposed project. All erosion /sediment control <br />measures and BMP's described in the EAW remain the same and will be <br />further documented in the NPDES Phase II permit for the project. <br />Wetland Impacts <br />The proposed site plan has incorporated avoidance measures to ensure no <br />wetland impacts or alterations of any wetlands will occur as a result of the <br />Legacy at Wood's Edge Development. <br />
