CITY OF LINO LAKES <br />RESOLUTION NO. 04 -34 <br />APPROVING AN AMENDMENT OF THE COMPREHENSIVE PLAN <br />TO CHANGE THE LAND USE CATEGORY <br />FROM PSP PUBLIC SEMI - PUBLIC <br />TO LOW DENSITY SEWERED RESIDENTIAL <br />FOR <br />OAKWOOD VIEW AND THE RICE CREEK COVENANT CHURCH, 125 ASH STREET <br />WHEREAS, the Rice Creek Covenant Church submitted an application for an <br />amendment to the comprehensive plan, and; <br />WHEREAS, the Lino Lakes City Council makes the following findings: <br />1. The site includes approximately 16.7 acres at 125 Ash Street. The current PID is <br />31 31 22 34 0001, and the legal description is: <br />The East 620.72 feet of the West 1120 feet as measured at right angles to <br />the West line thereof, of the Southeast Quarter of the Southwest Quarter, <br />Section 31, Range 22. <br />Except the East 340 feet of the West 1120 feet of the South 223 feet of <br />said Southeast . Quarter of the Southwest Quarter, Anoka County, <br />Minnesota. <br />Subject to easements. <br />2. The site will be platted as Oakwood View. <br />3. The Future Land Use Map of the comprehensive plan currently guides the site for <br />Public Semi - Public land use. <br />4. The proposal includes the creation of a new lot for the building of a group <br />residence in two attached units on the southeastern portion of the site. The <br />proposal also includes the creation of ten lots for single family detached homes <br />on the northern portion of the site. The existing church will remain. <br />5. The existing church is connected to municipal sanitary sewer and water and the <br />site is within the Metropolitan Urban Service Area (MUSA). Therefore, no MUSA <br />reserve is necessary for the site. <br />6. The City's growth management policy, described in Ordinance No. 01 -03, <br />establishes a goal for residential growth each year, with some flexibility to exceed <br />
