Blair, City Clerk <br />April 12, 2004 <br />Consider Resolution 04 -41 Authorizing Staff to issue <br />a Special Event Permit and a Cabaret License to <br />Miller's On Main for Street Dance, August 20 & 21, <br />2004 <br />3/5 <br />Staff has received an application from Miller's on Main to conduct a second annual Street <br />Dance to be held on August 20 & 21, 2004. This application includes requests for a <br />Special Event Permit and a Cabaret License. <br />The Council has previously received background information on this item and discussed <br />this matter during the March 3, 2004 Council work session, as this is considered a special <br />event in the City, and the only one of its type. Staff presented a list of recommended <br />conditions the Council may wish to impose if approval of this event is granted. Since <br />that time, a few additional conditions recommended by Staff have been added. The <br />applicant has expressed a willingness to be bound by the conditions recommended by <br />Staff, and to include plan information pertaining to a checklist of items, and to work with <br />Staff to resolve an additional issues which may arise. <br />Fire Chief Milo Bennett provided recommendations as to the 2004 event. Based upon <br />these points, Staff recommends including the following additional conditions of approval: <br />-- Minimum of three 2A10BC fire extinguishers need to be on location in the tent area. <br />- - "No Smoking" signs need to be displayed throughout the area. <br />- -No pryotechnics are allowed. <br />- -No parking within 20 feet of the tent. Measured from stakes. <br />- -No open flames within 20 feet of tent. Measured from stakes. <br />-- Generator to be located at least 20 feet from tent. Measured from stakes. <br />-- Clearance to property line needed to 20 feet. Measured from stakes. <br />-- Certificate of flame retardant for all panels of tent. <br />Police Sergeant Mortensen requested the several items be addressed as well. Based upon <br />these considerations, Staff recommends the following conditions of approval: <br />- -any music shall cease at 12 midnight, and patrons shall clear the premises at 1 a.m. <br />- -first aid shall be available with sufficient access by the public <br />- -an entrance fee shall be charged and entrance shall be by wrist bands only <br />
