STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />AGENDA ITEM 6E <br />Michael Grochala <br />April 26, 2004 <br />Consideration of <br />Authorizing Lake <br />Study <br />Resolution No. 04-49 <br />Drive /I -35W Interchange <br />ACTION REQUIRED: Simple Majority <br />BACKGROUND <br />As part of the Legacy at Woods Edge development review process, a traffic study <br />prepared by Short, Elliott, Hendrickson, Inc., identified the necessary improvements to <br />Lake Drive that would be required to facilitate development. These improvements <br />included the following: <br />1. Signalization of Town Center Parkway /Lake Drive intersection and both ramps to <br />I-35W. <br />2. Realignment of the northbound I -35W ramp. <br />3. Construction of two southbound left turn lanes between the I -35W bridge and <br />Town Center Parkway. <br />4. Construction of a southbound left turn lane at the northbound I -35W ramp. <br />5. Construction of northbound right and left turn lanes at the Town Center <br />Parkway /Lake Drive intersection. <br />While the feasibility study for the proposed improvements, both intemal and external to <br />the Legacy site, is just commencing, the very preliminary cost estimate for the Lake <br />Drive improvements is approximately $2.4 million. It is anticipated that these <br />improvements would be, for the most part, temporary until the reconstruction of the 1- <br />35W interchange. <br />Because of the estimated cost of the Lake Drive improvements and the recognized <br />need for improving the I -35W interchange, staff is evaluating options to 1) facilitate <br />improvement of the interchange in conjunction with the Legacy project; 2) minimize the <br />extent of reconstruction if the interchange is constructed at a later date; and 3) provide a <br />planning base to pursue county, state and /or federal funding for interchange <br />improvements. <br />Staff has requested a proposal from SEH, Inc., to determine the needed lane <br />configurations and geometry for the Lake Drive /I -35W interchange between Town <br />Center Parkway and Apollo Drive.
