This accommodates 3 -6 units per <br />acre. <br />Growth Management: <br />MUSA Reserve: The comprehensive plan and the growth management policy establish a <br />specific number of MUSA acres for residential growth for stage one (prior to year 2010). The <br />site is within the current MUSA, so no reserve allocation is needed. <br />Growth Management, Units /Year: The comprehensive plan and the growth management <br />policy establish a specific number of dwelling units of residential growth for stage one (prior to <br />year 2010). The goal is 147 per year. The City Council has the flexibility to exceed the limit by <br />20% (29 units) in a year without amending the comprehensive plan. <br />The goal for 2004 has been exceeded and the additional 20% also has been used. This means <br />that new development cannot be final platted until 2005. This applies to this project, and is a <br />condition of approval. As seen in the table at the end of this report, year 2005 can accommodate <br />this project without exceeding the annual goal. Only 115 lots have been approved for 2005, so <br />there are lots available. Adding 18 units will bring the total to 133. <br />Planned Unit Development: Development Stage Plan/Preliminary Plat <br />Section 2, Subd. 10 of the zoning ordinance discusses the purpose of a planned unit development <br />(PUD). The application should be compared to these purposes in order to justify the flexibility <br />allowed by a PUD. <br />Purpose and Intent. The purpose of this section of the Zoning Ordinance is to provide for the <br />grouping of lots or buildings for development as an integrated, coordinated unit as opposed to <br />traditional parcel by parcel, piecemeal, or sporadic approach to development. This section is <br />intended to introduce flexibility of site design and architecture for the conservation of land and <br />
