Approve the project, including the four elements: <br />a. Comprehensive Plan Amendment <br />b. Rezoning <br />c. Allocation of MUSA Reserve <br />d. Preliminary Plat <br />2. Deny the project by approving Resolution 04 -84. <br />3. Return to staff with direction. <br />(The deadline for city action is July 9. This would allow only the June 28 city council <br />meeting for a final decision unless the applicant extends the review.) <br />RECOMMENDATION <br />Option 2 <br />• The City's growth management policy and subdivision ordinance prohibit development <br />outside of defined growth boundaries. The proposed plat extends beyond the stage 1 (pre - <br />2010) growth area, the MUSA, the Low Density Sewered Residential land use area, and the <br />R -1 zone. The proposer requests amendments to the comprehensive plan and zoning map to <br />accommodate the extra 3 -4 acres of development. It also would require the vacation of parts <br />of a ponding and flowage easement. There is no clear justification for these actions other <br />than to increase developable area. <br />• Section 1002 -6 of the subdivision ordinance lists criteria for determining if a proposed <br />development is premature. These include consistency with the land use plan, including the <br />staged growth area boundaries. A project that is inconsistent with these criteria is premature. <br />• We do not yet know if water service is adequate. If it isn't, the project is premature. <br />
