Studenski, City Engineer <br />COUNCIL MEETING DATE: August 9, 2004 <br />TOPIC: Resolution No. 04 -114, Accepting Plans and Specifications and Authorizing <br />Advertisement for Bids, 2004 Surface Water Management project <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />After storm water ponds and drainage ways are constructed, they require periodic maintenance <br />to ensure their effectiveness. Andall Street, 4th Avenue, Woodchuck/Bald Eagle Boulevard, <br />Peltier Lake Drive, and various locations for storm sewer structure and pipe cleaning have been <br />identified as areas for maintenance in 2004. <br />The maintenance activity required at these sites is more extensive than what is typically <br />undertaken by Public Works staff. They have been combined into one project in order to <br />minimize mobilization costs. <br />The funding for this work is provided by the Surface Water Management Fund. This fund was <br />established in 1992 as a revenue source in order to meet the "administrative, planning, <br />ponding, mitigation, and water quality needs" of the City. It is reimbursed through assessments <br />to new subdivisions and is also collected as property owners connect to City utilities. <br />The plans and specifications for the Surface Water Management project were ordered by the <br />City Council. Preparation of the plans is substantially complete. City staff has prepared the <br />plans and specifications for this work and is requesting Council approval to advertise for bids. <br />The schedule for this project is as follows: <br />City Council Approves Plans and Specifications <br />City Council Authorizes Ad for Bids <br />City Council Awards Contract <br />Construction Begins <br />August 9, 2004 <br />August 9, 2004 <br />September 13, 2004 <br />September, 2004 <br />OPTIONS: <br />1. Return to staff for further review. <br />2. Adopt Resolution Number 04 -114 accepting plans and specifications and authorizing <br />advertisement for bids for the 2004 Surface Water Management project. <br />3. Not adopt Resolution No. 04 -114. <br />RECOMMENDATION: <br />• Option No. 2 - Staff recommends that Resolution Number 04 -114 be adopted. <br />
