• <br />City Council <br />I -35E Corridor AUAR Study <br />October 12, 2004 <br />CITY OF LINO LAKES <br />RESOLUTION NO. 04 -147 <br />A RESOLUTION AUTHORIZING THE COMMENCEMENT OF AN ENVIRONMENTAL <br />REVIEW STUDY FOR THE NORTHEAST PORTION OF THE CITY OF LINO LAKES <br />WHEREAS, <br />A. The northeast portion of the City of Lino Lakes ( "Subject Property ") includes <br />identified growth areas, rural land uses, Rice Creek Chain of Lakes Regional <br />Park Reserve, and the 1 -35 E, 1 -35 W, and County Road 14 transportation <br />corridors. The Subject Property area is depicted on the attached Exhibit A; and, <br />B. The development of the Subject Property will require environmental review in <br />accordance with the Minnesota Environmental Review Program; and, <br />C. The Minnesota Environmental Review Program rules provide for an Alternative <br />Urban Areawide Review ( "AUAR "); and, <br />D. The AUAR process give the City the opportunity to assess the impact of potential <br />development on the area's natural resources prior to receiving and considering <br />development proposals for approval. A single AUAR process can address both <br />public infrastructure construction scheduled for the near future as well as the <br />ensuing residential, commercial, and light industrial development slated for later <br />years. By examining multiple development scenarios through the AUAR <br />process, the City is able to evaluate how much development can be <br />accommodated in an area without significant environmental impacts; and, <br />E. An Advisory Panel consisting of representatives from the Planning & Zoning <br />Board, Environmental Board, Park Board, Economic Development Advisory <br />Committee, Rice Creek Watershed District, Anoka County, property owners, <br />surrounding communities, and representatives from other identified key groups <br />and agencies will review background studies and development scenario <br />alternatives and make recommendations to the City Council. The City Council <br />will therefore have input from these groups before completing its formal review <br />and making decisions. <br />F. The anticipated nature and intensity of development shall be determined by the <br />City Council after background studies are completed and a preferred <br />development scenario is identified; and, <br />G. In accordance with Minnesota Rules, the City Council shall order the preparation <br />of the AUAR document at such time as the anticipated nature and intensity of <br />development is determined; and, <br />
