• <br />AGENDA ITEM 6C <br />STAFF ORIGNINATOR: Michael Grochala <br />MEETING DATE: November 8, 2004 <br />TOPIC: Resolution 04 -173 In Support for Stable Stream <br />Rehabilitation/JD2, Hardwood Creek/Rice Creek <br />Watershed. <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />Judicial Ditch NO.2 (JD2)/Hardwood Creek drainage way is a broad, low -lying swale in <br />the landscape containing the narrow, slow - flowing JD2 channel that runs north form Rice <br />Lake in Hugo to Peltier Lake. The ditch drains a very large area in the Cities of Hugo <br />and Forest Lake, before entering Lino Lakes. See Attachment 1. <br />Due to property owner concerns along a segment of JD2 in Hugo, the Rice Creek <br />Watershed District petitioned itself to repair Judicial Ditch 2 (JD2) in order to balance the <br />District's diverse needs in the JD2 system, including: <br />• Drainage for adjacent property owners <br />• Stormwater conveyance to the Cities of Hugo and Forest lake <br />• Protection of the resources of the district in accordance with the goals stated in the <br />Water Resources management Plan. <br />The goals of the JD2 Rehabilitation project are to provide the district with a fiscally <br />prudent repair design of JD2 that will: <br />• Mitigate flooding <br />• Improve the biological condition of Hardwood Creek <br />• Improve water quality downstream in the Rice Creek Chain of Lakes. <br />Upon studying JD2 for repair, four alternatives were selected. The alternatives are: <br />• Traditional repair <br />• Meandered channel at the official profile <br />• Stable Stream Rehabilitation <br />• Ongoing minor maintenance. <br />
