Mr. <br />Westphal explained that the bottom of the pond is sealed and <br />nothing is seeping into the ground. <br />Mr. Davidson explained that the Department of Administration <br />is anxious to get rid of this system and anxious to connect <br />to the utility facilities in Lino Lakes. He explained based <br />on gravity and discharge rates, it is possible there is <br />perculation into the underlying ground water. He felt there <br />should not be immediate danger to wells seventy feet deep or <br />more but the potential is there. Monthly reports are filed <br />from monitoring wells but it is difficult to trace the <br />reports and get information back from MPCA. Mr. Reinert <br />noted that there is a potential for problems although <br />nothing shows there now. The point is when it happens it is <br />too late. <br />Mr. Stahlberg continued with the feasibility report. He <br />noted that there is an adequate water supply at the <br />facility. However, fire protection is a concern. <br />Mr. Stahlberg will review the feasiblity report with Mr. <br />Westphal. <br />Mary Wallwrath, 159 Marcia asked if the area residents can <br />be guaranteed a followup to seepage problems. She asked <br />what if the damage has already occurred and the wells are <br />already contaminated? Mr. Stahlberg said each resident <br />could have their well tested. Mr. Reinert asked that the <br />test results be obtained from the private testing company <br />and made available to the public. There was further <br />discussion regarding possible contamination when ground <br />water is abnormally high. <br />Mr. Bisel moved to request that the City Engineer secure <br />data on the lagoon at the Correctional Facility on an annual <br />basis starting from 1983 to 1986 and then every six month <br />until this current time and send the test results to Mrs. <br />Wallwrath. Mr. Neal seconded the motion.
