COUNCIL MINUTES October 27, 2014 <br />APPROVED <br />90 Council Member Kusterman moved to approve the hiring of Tenzin Dongag. Council Member <br />91 Roeser seconded the motion. Motion carried on a unanimous voice vote. <br />92 <br />93 PUBLIC SERVICES DEPARTMENT REPORT <br />94 <br />95 There was no report from the Public Services Department. <br />96 <br />97 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />98 <br />99 6A) First Reading of Ordinance No. 09-14, Amending the City Code, Section 1010, Relating to <br />100 Signs — Community Development Director Grochala reviewed his written staff report. He noted that <br />101 the topic of sign regulations comes up quite frequently and most recently the council had asked staff <br />102 to review the subject with consideration of more flexibility for business signs. The regulations have <br />103 been reviewed by the Planning and Zoning Board over the course of several meetings. A summary of <br />104 the changes recommended is included in the staff report. Changes are basically in the area of <br />105 administrative, temporary signs and permanent signs. Mayor Reinert remarked that while this is a <br />106 city that doesn't care much for signage, the council heard from area churches that they needed a way <br />107 to advertise their events. It seems that the city's sign regulations need review frequently. Council <br />108 Member Roeser asked how the changes will be advertised. Mr. Grochala said the city planner has <br />109 been in touch with some interested parties. Mayor Reinert recommended that some official <br />110 communication about the changes is appropriate. <br />111 <br />112 Council Member Rafferty moved to approve the First Reading of Ordinance No. 09-14, as presented. <br />113 Council Member Stoesz seconded the motion. Motion carried on a unanimous voice vote. <br />114 <br />115 6B) Resolution No. 14-126, Well No. 6 Project, Ordering Improvement, Accepting Bids and <br />116 Awarding Contract- Community Development Director Grochala reviewed his written staff report. <br />117 The council discussed the cost of maintaining the city's water towers, how those costs are paid, and <br />118 how to address potential disturbance to neighbors in the area of this project. They also reviewed the <br />119 construction schedule and discussed the low bid compared to the engineer's estimate. <br />120 <br />121 Council Member Kusterman moved to approve Resolution No. 14-126 as presented. Council <br />122 Member Roeser seconded the motion.
