CITY COUNCIL <br />AGENDA ITEM 6G <br />STAFF ORIGINATOR: Diane Hankee, City Engineer <br />MEETING DATE: November 10, 2014 <br />TOPIC: Consider Resolution No. 14-135 Approving Professional Services <br />Contract with WSB, WaterCad Water System Modeling Update <br />VOTE REQUIRED: 3/5 Vote Required <br />INTRODUCTION <br />For the City to cost effectively manage the water distribution system a WaterCad model is used to <br />determine infrastructure needs; thus, requiring Council's consideration of professional services for <br />a water system modeling update. <br />BACKGROUND <br />The City of Lino Lakes has multiple proposed developments which are in accordance with the <br />City's comprehensive land use plan. To date, the City has been able to maintain their water <br />system effectively; however, as the City develops it is a goal to continue systematic water <br />system improvements that accommodate both the existing water system extents and the future <br />water system demands The benefits of a water system model for the City of Lino Lakes <br />include: <br />The model will serve as a baseline for system performance as the City infrastructure <br />continues to age; <br />The ability for the City to evaluate current operating conditions for the goal of <br />operations optimization; <br />Trunk watermain sizing can be determined more accurately determined as the City <br />continues to reconstruct portions of the City and developed portions of the City which <br />may result is smaller pipe sizes in addition to the City's trunk system; and <br />The feasibility and effect on the City of Lino Lakes' water system related to future <br />regional groundwater planning efforts via the MCES and the local Northeast Metro <br />Groundwater Working Group can be evaluated as the City's current and future water <br />system is a distributed well network. <br />The scope of work as determined by City staff includes: <br />Evaluation of the existing water system; <br />Identification of existing water system deficiencies; <br />Preparation of the proposed future trunk water system network; and <br />Identification of future trunk water system capital improvements necessary to serve <br />future land use designations in accordance with the City's Comprehensive Plan. <br />
