1 <br />COUNCIL WORK SESSION <br />APRIL 10, 1989 <br />045 <br />Councilman Reinert opened the Work Session of the Lino Lakes <br />City Council at 6:15 P.M. Monday, April 10, 1989. Council <br />Members present: Bohjanen, Bisel. Council. Members absent: <br />Neal. Mayor Benson arrived at 6:35 P.M. Public Works <br />Director, Don Vo1k;;Administrator, Randy Schumacher and <br />Clerk- Treasurer, Marilyn Anderson were also present. <br />The purpose of the work session was to review a Pavement <br />Management Program designed by SEH. Mr. Dan Boxrud and Mr. <br />Richard Moore representing SEH attended this meeting. <br />A letter dated March 15, 1989 from SEH outlines the study SEH <br />proposes to perform for Lino Lakes and explains what the <br />study will accomplish and how it will save money on road <br />maintenance. The program that SEH is proposing is similar to <br />the one performed for the City of Oakdale. The basic premise <br />of the program is "save the streets in the best condition <br />first and leave the worst streets until reconstruction is <br />required ". First seal coat the streets needing seal coating, <br />second overlay the streets needing overlay and leave the <br />streets requiring reconstruction. If citizens call and ask <br />why their streets are not being maintained, the Public Works <br />Director can consult his capital improvements program and let <br />the citizen know when his street will be either seal coated, <br />overlaid or reconstructed. <br />Mr. Reinert asked how this program would fit into the budget. <br />Mr. Boxrud explained that each street would be scheduled for <br />a particular year and the estimated cost would be provided so <br />that a capital improvements budget can be determined. <br />Mr. Moore presented a slide program further outlining the <br />program: 1) catalogue/ inventory each street on computer; 2) <br />Public Works Director would establish a maintenance history <br />of each street; 3) each street would be field rated; 4) <br />engineering review and structural analysis conducted on each <br />street; 5) recommendation for both maintenance and capital <br />improvements provided, and 6) a capital improvements program <br />designed. <br />There was discussion regarding the average life span of a <br />street. Street conditions such as "map tracking" and <br />"allegatoring" were also discussed. In addition, the need <br />for close inspection during construction was discussed. Mr. <br />Bisel noted that currently we have one street design standard <br />for new construction and suggested that design standards be <br />developed for different soil conditions. Mr. Stahlberg <br />explained that although there currently is only one design <br />standard he is requiring that streets be designed according <br />to conditions. <br />Mayor Benson asked that a written proposal be submitted to <br />the_CounciJ by SEH. It could than be followed by a contract. <br />
