going to go through with such high assessments, our special <br />assessment policy will need to be re- examined. The cost may <br />be prohibitive. <br />Mayor Benson questioned what funds we had available for <br />project. Mr. Stahlberg replied that we had State Aid, <br />Special Assessments, Connection Fees, and Area Assessments. <br />The Mayor stated that we would more than likely not want to <br />spend all our State Aid Funds on one project. <br />Mr. Stahlberg had questions to put to the Council. First, <br />would we be giving residents the option of hooking up, or not <br />hooking up to this system. Second, should we be looking at <br />another way of assessing this project. <br />this <br />In reply to his first question, Mr. Bisel stated that he was <br />not comfortable with changing a policy because it did not <br />always suit people. On the second question, Mr. Stahlberg <br />offered the possibility of a unit cost. This would have <br />every proPerty owner paying an equal cost for the <br />improvement. Mayor Benson questioned who would be picking up <br />the balance of the cost? Mr. Reinert was equally emphatic <br />that everyone not be assessed the same cost. It would be <br />discriminatory as the improvement would affect a $150,000.00 <br />house differently than it would $300,000.00 house. <br />Mr. Bisel remembered back a few years when residents around <br />lakes were encouraged to hookup to public utilities. He <br />asked where these funds came from. Mr. Stahlberg replied the <br />State. The Council questioned the engineer as to whether or <br />not the State still had funds of this nature available. Mr. <br />Stahlberg said he thought not, but went on to explain to the <br />Council the State's Needs List. Mr. Reinert added that this <br />lake would probably not be deemed significant enough to rate <br />a grant of any sort. <br />Mayor Benson brought up the issue of the County assisting us <br />with this project due to the fact that this road is the only <br />access to their golf course. Mr. Bisel added that a tax per <br />golf game might be in order. This would be earmarked <br />specifically for road maintenance on West Shadow Lake Drive. <br />Mr. Stahlberg stated that there is a potential, though not <br />terribly realistic, of 95 developable lots here. Based on <br />this figure, the cost of an assessment might be reduced to <br />$7,500.00 per lot. Again, Mr. Reinert mentioned that this <br />type of per unit cost was not fair, given the difference is <br />home prices. Mayor Benson and Mr. Reinert thought that <br />assessed value should enter into this unit cost. <br />Again, Mr Stahlberg asked what direction he should take at <br />his Thursday night meeting with the residents.
