1 <br />COUNCIL MEETING OCTOBER 23, 1989 <br />Park Director and are considering alternate park maintence <br />and improvement methods. The Board also considered preparing <br />a park update and inventory. This would include where all <br />parks are located and the types of activities included in <br />that park. The next Chain of Lakes Regional Park Board <br />meeting is scheduled for March, 1990. <br />Mr. Neal noted that he felt that these meetings are paying <br />off because everybody now knows what is going on. <br />Planning and Zoning Board - Mayor Benson /Harold Bisel - Mr. <br />Bisel explained that most of the items that appeared before <br />the Planning and Zoning Board were addressed earlier this <br />evening. The developers of Rice Lake Plaza were before the <br />Board. Their development is moving forward and they will be <br />returning to the Board for further direction. <br />Economic Development Committee - Mayor Benson /Harold Bisel <br />This committee had a day long work session in September. <br />Plans were made for the coming year. Land inventories <br />expecially for commercial /industrial lands are planned. <br />Current development issues were discussed as well as school <br />issues that are affected by the growth of this City. Mr. <br />Bisel felt that this Committee is now getting their ducks in <br />a row. <br />CONSIDERATION OF KEY CREDIT FACTORS WITH OTHER METROPOLITAN <br />MUNICIPALITIES <br />Mr. Schumacher explained that he has just received some <br />market indicators that would be important to this discussion. <br />He asked that this matter be tabled until the next Counci <br />meeting. <br />Mr. Bisel so moved. Mr. Neal seconded the motion. Motion <br />carried unanimously. <br />OLD BUSINESS <br />Comparative Analysis of Current Charter and Proposed <br />Amendment - Mayor Benson explained an analysis was presented <br />to the Council by the Charter Commission. This analys = is <br />expected to be sent to the residents of Lino Lakes so that <br />the voters will be more informed before voting on the Charter <br />Amendment on November 7, 1989. The comparison is in grafic <br />form and Mayor Benson said he felt this comparison made <br />sense. Mrs. Goldade, Chairman of the Charter Commission <br />asked that Attorney Kennedy review the Commissions <br />recommendations. Mr. Kennedy made his review and telephoned <br />his recommendations to Mr. Schumacher this afternoon. The <br />City Clerk has typed only the recommended revisions to the <br />original analysis made by the Commission. <br />Mr. Hawkins was asked if he had any comment about the <br />.29 <br />
