1 <br />1 <br />COUNCIL MEETING DECEMBER 26, 1989 <br />there could be additional interest in the Certificate of <br />Indebtedness. Acting Mayor Reinert asked if the motion <br />should be restructured. Mr. Bisel and Mr. Neal withdrew <br />their motion. Mr. Bisel moved to purchase one optical scan <br />unit and that providing monies are available purchase the <br />second unit unless they will take future billing on the <br />balance of the second unit. Mr. Neal seconded the motion. <br />Motion carried unanimously. <br />Mr. Bisel moved to enter into the Joint Purchase Agreement <br />for the purchase of the optical scan vote tabulation <br />equipment. Mr. Neal seconded the motion. Motion carried <br />unanimously. <br />Mr. Neal moved to Resolution No. 81 - 89 Urging Anoka <br />County's Consideration of Proceeding with Optical Scan Vote <br />Counting Equipment for the 1990 elections. Mr. Bisel <br />seconded the motion. Motion carried unanimously. <br />CONSIDERATION OF RESOLUTION NO. 78 - 89 AUTHORIZING <br />PARTICIPATION IN THE MWCC SAC REFUND PROGRAM <br />Mr. Schumacher explained that this City has always collected <br />SAC charges from all new dwelling units although many of the <br />dwellings were not adjacent to a trunk line and sewer may not <br />he available for many years to these dwellings. Recently the <br />Metropolitan Waste Control Commission (MWCC) instituted a <br />program whereby cities may request reimbursement of these <br />funds. Mr. Schumacher requested Council approval to <br />establish a revolving fund made up of these proceeds and use <br />this fund to finance future trunk sewer costs. He <br />anticipated receiving a refund of approximately $368,000.00. <br />Mr. Bisel asked what would happen if a SAC refund was <br />requested for a particular dwelling then some time in the <br />future it was connected to sewer. Mr. Schumacher said the <br />City would have to pay the SAC for that dwelling at the rate <br />in effect when the dwelling is connected. Mr. Bisel asked if <br />the City would get interest on the money that will he <br />refunded. Mr. Schumacher said no. <br />Mr. Neal moved to approve Resolution No. 78 - 89 Requesting <br />Reimbursement of Sewer Availability Charges (SAC) Collected <br />by the Metropolitan Waste Control Commission from Areas Which <br />will not Receive Service Availability in the Near Future. <br />Mr. Bisel seconded the motion.
