COUNCIL WORK SESSION JANUARY 22, 1990 <br />Mayor Bisel called a work session of the Lino Lakes City <br />Council to order at 6:35 P.M. Council Members present: <br />Neal, Kuether, Reinert and Bohjanen. Council Members absent: <br />none. City Engineer's Schneider and Boxrud, City <br />Administrator, Randy Schumacher and Clerk - Treasurer Marilyn <br />Anderson were also present. <br />1990 COMMUNITY DEVELOPMENT BLOCK GRANT PROJECTS <br />Mr. Schumacher explained that Lino Lakes along with twenty <br />three (23) other Anoka County cities will be sharing in a <br />three (3) CDGB program. Lino Lakes allocation of the program <br />is about $73,000.00 and this will be received over the three <br />(3) year period. The purpose of the CDGB funds is to <br />eliminate blight and to assist low and moderate income <br />residents. <br />Last year $4,500 of this funding was designated for the <br />Senior Center coordinator salarys. There were several other <br />designated receivers of this money with the bulk going to the <br />Economic Development Committee. <br />Several organizations have appeared before the Council this <br />past year asking for funding for their projects. These <br />organizations include the Forest Lake Youth Service Bureau, <br />RISE, Anoka County Action Committee and the Senior Outreach <br />Program. Mr. Schumacher suggested that the Council prepare a <br />policy on who would be eligible for funding through this <br />City. <br />Mr. Schumacher explained that Section 18, 19 Surface Water <br />Management Plan is currently being prepared. This management <br />plan will cover approximately 500 acres. It will be <br />necessary to acquire easement and maybe an entire parcel of <br />land to complete the plan. Mr. Schumacher referred to the <br />former Wilson property. He noted that it is a natural <br />drainage area and he has had a meeting with the current <br />property owner about the matter of acquiring the entire <br />parcel. The parcel is ten (10) acres and is almost entirely <br />wetlands. It cannot be developed. Mr. Schumacher asked that <br />the Council consider spending a sizeable portion of the CDGB <br />for 1990 to acquire this property. The current owner is <br />receptive to negotiating this matter. One possibility is for <br />the City to purchase the parcel and give the current owner <br />the option of staying on the property for a fixed period of <br />time. <br />Council Member Reinert said that he liked the idea and asked <br />if there was any possibility of utilizing the parcel jointly <br />with the school district. The school district could use a <br />portion for a nature trail. <br />Council Member Reinert asked about the possibility of doing <br />something with landowners to beautify our City.
