COUNCIL BOARD OF REVIEW APRIL 10, 1990 <br />checked with the City Building Inspector who has investigated <br />the matter. The Department of Natural Resources (DNR) has <br />indicated that the property is buildable. however, Mr. <br />Gotwald says the deed to the property contains a statement <br />from the Rice Creek Watershed District (RCWD) indicating that <br />the lot cannot be built on due to a water run off easement. <br />The Building Inspector has indicated that if the deed is <br />recorded with this stipulation, a building permit cannot be <br />issued. Mr. Neinaber asked Mr. Gotwald to supply a copy of <br />the deed to him with this stipulation. He will then adjust <br />the value so that it is similar to the lot across the street. <br />Mr. Neinaber told the Council that he has already adjusted <br />the value to reflect the amount of fill needed to correct the <br />lot. Mr. Gotwald will contact Mr. Neinaber and provide a <br />copy of the deed. <br />Ronald E. Palmen, PIN 25-31-22-42-0003 and PIN 26- 31- 22 -31- <br />0006. The Assessor has valued the first parcel (23.2 acres) <br />at $72,000 and the second parcel (2.40 acres) at $16,500.00. <br />Mr. Palmen explained that both the parcels listed above are <br />vacant parcels and he has had them listed for sale at <br />$4,000.00 per acre. He has been unable to sell them for this <br />price. He also explained that he has heard that if there are <br />low areas and areas of ponding on the parcels the Federal <br />Government will in a few years issue a mandate that these <br />parcels cannot be taxed. Mr. Neinaber explained that he has <br />not heard of this mandate and noted that it would take a <br />great deal of cooperation between the State and Federal <br />Government before it becomes a reality. <br />Mrs. Palmen will contact Mr. Neinaber tomorrow and arrange a <br />meeting at the property. <br />Mike Winge, 590 Marshan Lane, PIN 17- 31 -22 -24 -0022. This <br />parcel is a vacant lot and Mr. Winge noted that the value had <br />increased from $5,500.00 in 1988 to $14,200 in 1990. Mr. <br />Neinaber asked if this lot was buildable. Mr. Winge said he <br />did not know because it drops off into a swamp. Mr. Neinaber <br />will talk to the Building Inspector to determine if this is a <br />buildable lot. Mr. Winge gave Mr. Neinaber his telephone <br />number. <br />The Council took a recess from 7:22 P.M. to 8:00 F.M. while <br />waiting for Mr. Varner, the commercial assessor. <br />Forest Tagg, 7504 Lake Drive represented by Joseph and Alice <br />Tagg, PIN 17- 31 -22 -12 -0002. Mr. Tagg explained that the <br />original tax statement listed his property value at <br />$452,000.00 and he has now received a corrected statement <br />listing the value at $273,000.00. However the taxes remain <br />the same on both statements. Mr. Neinaber explained that a <br />great number of tax statements were sent out with incorrect <br />valuations. However, the error had no affect on the amount <br />of tax due. Mr. Tagg explained that the revised valuation is <br />
