COUNCIL WORK SESSION APRIL 16, 1990 <br />MUNICIPAL FACILITY STUDY <br />Mayor Bisel called a work session of the Lino Lakes City <br />Council to order Monday, April 16, 1990 at 4:15 P.M. Council <br />Members present: Neal, Bohjanen and Kuether. Council <br />Members absent: Reinert. Chief of Police, Dean Campbell; <br />Administrator, Randy Schumacher and Clerk- Treasurer Marilyn <br />Anderson were also present. <br />The purpose of the work session was a presentation by <br />Winsor /Faricy of the Municipal Facility Study. <br />Ms. Ellen Luken, Timothy G. Quigley and Eugene C. Nelson were <br />present representing Winsor /Faricy. <br />Mr. Schumacher explained that Winsor /Faricy was hired several <br />months ago to preform a facilities need study. The Staff has <br />been working with representatives of Winsor /Faricy and a <br />needs analysis has been completed. Mr. Schumacher noted that <br />a lot of hard work and effort has gone into this study. He <br />explained that everyone is interested in municipal facilities <br />and what the facilities should look like, the concentration <br />should be on what the needs are. The study was prompted by <br />the lack of space at city hall and the fact that there is no <br />space to grow. Mr. Schumacher cited examples of growth in <br />the community that has precipitated the increase in staff and <br />the need for space for Staff. He also noted that at present <br />there is a trailer at the back of city hall to handle the <br />overflow of staff. Mr. Schumacher explained that matters <br />like this portray an image to the community and he asked if <br />this is the image the Council wished to portray. <br />Mr. Schumacher explained the mandate to Winsor /Faricy was to <br />investigate the present Staff and space and to project the <br />size of the Staff in five (5) years and ten (10) years and <br />then project the space needed for the Staff as well as for <br />community service needs. A realistic projection was <br />requested. <br />Ms. Luken explained that she is the project manager for this <br />study. She noted that she, Mr. Nelson and Mr. Quigley have <br />all participated in completing the study. In addition, <br />Barton Aschman provided information regarding fire department <br />response times and sites for locations of fire stations and <br />Cost Management Planning International (CPMI) provided <br />information regarding cost data. <br />Ms. Luken outlined the method used to complete the study. <br />Needs of the City were assessed, long range planning was <br />addressed and conclusions were determined. Ms. Luken noted <br />that typical costs of new facilities are summarized. <br />Location was not a factor in determining costs. <br />Mr. Nelson introduced the Winsor /Faricy firm to the Council. <br />He outlined the need for outside consultants to complete the <br />study.
