1 <br />1 <br />COUNCIL MEETING MAY 14, 1990 <br />discussed this financing method and would like to meet with <br />the Council prior to the public hearing. <br />Mr. Fifield explained that if this method of financing is <br />developed by the Council, the Council will have to be <br />specific regarding where the bond money is to be spent. The <br />ability to collapse any portion or all of the projects should <br />be built into the program. <br />The Council thanked Mr. Fifield for attending this evening. <br />(See Page 13, Economic Development Authority) <br />PLANNER'S REPORT - JOHN MILLER <br />Economic Development Committee Recommendation to Complete <br />Market Analysis - Mr. Miller explained that Lino Lakes has <br />been successful in marketing its residential development and <br />now has placed a cap on the number of housing units that can <br />be built in one (1) year. However, Lino Lakes has not been <br />as successful in attracting industrial and commercial <br />development. The Economic Development Committee (EDC) has <br />looked at the two (2) diamond interchanges in the City and <br />has noted that there is considerable interest in developing <br />these areas. The EDC has decided that a market analysis and <br />land planning analysis should be completed and they have <br />taken proposals from several firms to complete these studies. <br />When this work is completed, the EDC is planning to sponsor a <br />developers luncheon and make a sales pitch for these areas. <br />I.t is hoped that this will attract some development for the <br />spring of 1991. <br />Three (3) proposals have been received and Mr. Miller <br />recommended that the Council accept the proposal from Short, <br />Elliot and Hendrickson to complete a land planning analysis <br />and accept the proposal from Advance, Inc. to complete a <br />market analysis. The total cost of both proposals is <br />$16,900.00. <br />Mr. Schumacher explained that the City will pay for the two <br />studies at this time. It is expected that as the land <br />develops, the developers will participate in these costs. <br />The City may never fully recover all of the costs. <br />Council Member Reinert asked why these studies were not being <br />completed in -house and use the resources of the firms <br />Selected here. He noted that a large amount of money has <br />been spent on studies and felt that the City Planner should <br />be used in this capacity.
