COUNCIL MEETING JULY 9, 1990 <br />connections can be realized to pay for the temporary bonds. <br />If necessary, restricting the supply of lots to the west side <br />could be part of the answer to the problem. Mr. <br />MacGillivrary said he was concerned about the credit rating <br />but did not feel it would slip any farther. <br />Mr. Boxrud said he has looked at a possible construction <br />schedule for Pheasant Hills and Brandywood Estates. It <br />appears that if the projects were approved at this time, <br />sewer and water utilities could be completed this fall as <br />well as rough grading of the streets. He did not feel that <br />curbs, gutters or the first lift of bituminous could be <br />completed until spring. There was further discussion <br />regarding use of the Centerville lift station. <br />Mayor Bisel asked Mr. Schneider where the Laurene Avenue lift <br />station upgrade was at this point. Mr. Schneider explained <br />that it is in the process at Metropolitan Waste Control and <br />it is expected'to be operational by 1993. There was further <br />discussion regarding how to fund the trunk gravity line from <br />Laurene Avenue to Ware Road. Mr. Schneider said he is still <br />pursuing obtaining financial participation from Metro. If <br />participation is not obtained from Metro, the trunk line will <br />not run as deep as planned. However, one (1) objective was <br />to get rid of two (2) Metro lift stations. This can only be <br />done if the line is deep and if Metro participates in the <br />financing. <br />Mayor Bisel asked about the inventory of present buildable <br />lots. Mr. Miller said he did not have an inventory but could <br />get one. Council Member Reinert said the bottom line is that <br />the City must have certain solvency. Mayor Bisel said he was <br />disappointed in the news from the bond consultant. He would <br />like to know the cost of the gravity line and how many <br />connections would be needed to capture the cost of the line <br />and where these connections would be located. <br />There was discussion as to when this information would be <br />available. Mayor Bisel suggested that the City go ahead with <br />the bonding for the 1987 temporary bonds and for the Montain <br />property. If the information is favorable, the City could <br />bond for Pheasant Hills and Brandywood Estates ninety (90) <br />days after the bond mentioned above. <br />Mr. Ed Vaughan, developer of Pheasant Hills was in the <br />audience and asked since the City cannot do anything on the <br />west side until 1993 because of the limitation in the Laurene <br />Avenue lift station, why not bond for his subdivision at this <br />time. Mayor Bisel explained it is necessary that the City <br />continue developing in that area to get the connection fees <br />to pay the bonds that have already been issued. He noted <br />that the gravity line that is to be constructed across the <br />Montain property can be pumped into the force main until <br />1993.
