1 <br />1 <br />1 <br />COUNCIL MEETING <br />JULY 23, 1990 <br />call vote, motion carried unanimously. <br />Resolution No. 46 - 90 can be found at the end of these <br />minutes. <br />SECOND READING, ORDINANCE NO. 01 - 90 CREATING A RURAL <br />BUSINESS RESERVE (R -BR) DISTRICT <br />Council Member Reinert asked if new concerns regarding this <br />matter have surfaced since the first reading of the <br />ordinance. Mr. Miller said that he has not been contacted <br />either for or against the ordinance. Council Member Reinert <br />moved to approve the second reading of Ordinance No. 01 - 90 <br />and dispense with the reading. Council Member Bohjanen <br />seconded the motion. On a roll call vote, motion carried <br />unanimously. <br />Ordinance No. 01 - 90 can be found at the end of the July 9, <br />1990 Council minutes. <br />DESIGN REVIEW BOARD REPORT - JOHN MILLER <br />Minor Subdivision, Roger and Sylvia Hoisted, DRB Application <br />No. 90 - 25 Mr. Miller explained that Mr. and Mrs. Kolstad <br />own two (2) metes and bounds described properties in Lino <br />Lakes at the corner of 4th Avenue and Pine Street. They have <br />their residence on one (1) of the parcels. Mr. and Mrs. <br />Kolstad wish to sell the second parcel but because of the <br />large amount of wetlands and the location of their residence <br />the only buildable site is near the intersection. The <br />Kolstad's are asking that the north -south division of the <br />property be changed to an east -west division. The parcels <br />will remain the same size and the Design Review Board has <br />recommended approval of the request. <br />Council Member Reinert asked if the Kolstad's have submitted <br />any documentation indicating that the new lot could support <br />an on -site septic system. Mr. Miller explained this is not a <br />requirement, however, the Building Official has indicated <br />that the lot is buildable. Council Member Reinert explained <br />that the lot could be sold and later the new owner could find <br />that the lot is not buildable. <br />Mr. Miller was asked to implement the process of deter wining <br />whether new subdivided lots can support an on -site sep`:`_c <br />system. <br />Mr. Schumacher asked if park dedication fees would be e for <br />this requek..
