COUNCIL MEETING <br />JULY 23, 1990 <br />lowest two (2) bidders was less than $2,000.00. Mr. <br />Schneider explained that the low bidder qualified his bid as <br />follows: " Note: Bid using adjusting rings for manholes <br />(steel)" - followed by the initials "DRH ". Mr. Schneider <br />noted that steel adjusting rings were not included in the <br />project specifications and have never been used in Lino <br />Lakes. He explained that he had discussed this matter with <br />Mr. Volk and both are concerned as to the extent to which <br />they would be applicable to castings in Lino Lakes. <br />Mr. Schneider recommended that the Council award the bid to <br />the lowest bidder that followed the specifications. There <br />was discussion regarding the new technology proposed by Aero <br />Asphalt and whether or not Lino Lakes could benefit from it. <br />It was suggested that W. B. Miller, Inc. the next low bidder <br />try one adjusting steel ring on a manhole to see how it would <br />work in Lino Lakes. <br />Council Member Reinert moved to approve the Engineer's <br />recommendation and award the bid to W. B. Miller, Inc. as the <br />qualified bidder, reason being that the low bidder did not <br />follow specifications and adopt Resolution No. 45 -90. <br />Council Member Kuether seconded the motion. On a roll call <br />vote, motion carried unanimously. <br />Resolution No. 45 - 90 can be found at the end of these <br />minutes. <br />ATTORNEY'S REPORT <br />Mr. Hawkins explained that the notice of awards for the <br />eminent domain process in the Section 18, 19 Storm Water <br />Improvement Project has been received. He distributed a copy <br />to the Council Members. Mr. Hawkins explained that all _ <br />landowners affected in this matter will be notified by the <br />end of this week. There was discussion regarding the <br />discrepancies in values between what the City Appraiser had <br />determined and the actual awards. Mr. Hawkins also explained <br />that the property owners will have a period of time to appeal <br />the awards to district court. <br />Mayor Bisel asked Mr. Hawkins to explain the good and bad <br />qualities of the process. Mr. Hawkins explained that <br />politics were removed from the decision. It takes a <br />subjective aspect and puts it into the hands of a neutral <br />party. The bad side of the process is that it takes time and <br />is expensive. <br />OLD BUSINESS <br />Mr. Boxrud explained that since the Council will be - <br />considering a PUD zoning for PineRidge, it would be <br />appropriate to set the improvements public hearing.
