COUNCIL MEETING <br />AUGUST 13, 1990 <br />Black Duck Drive around the north end of Reshanau Lake is no <br />longer possible. Vacation of the road is necessary before <br />the final plat can be recorded. The plat will show a cul -de- <br />sac at the end of Black Duck Drive with an emergency access <br />to the County Park. <br />Mayor Bisel opened the public hearing at 7:06 P.M. Council <br />Member Bohjanen moved to close the public hearing at 7:06 <br />P.M. Council Member. Neal seconded the motion. Motion <br />carried unanimously. <br />Council Member Bohjanen moved to approve Resolution No. 51 - <br />90. Council Member Neal seconded the motion. Mr. Schumacher <br />reminded the Council that the original intent was to have <br />East Shadow Lake Drive and West Shadow Lake Drive connected <br />by extending Black Duck Drive around the north end of <br />Reshanau Lake. Mr. Miller said that this was no longer <br />possible. Mayor Bisel asked if the easement that will remain <br />will allow the extension of Black Duck Drive some time in the <br />future when an agreement is reached with the County Park <br />Director. Mr. Miller said this could be done and would not <br />affect the house that will be constructed on the lot <br />adjoining this extension. Mayor Bisel said that this is only <br />a matter of terminology. The City will vacate the street, <br />obtain an easement in exchange and there can be a road there <br />sometime in the future. Mayor Bisel said that he did not <br />want to lose the opportunity to extend Black Duck Drive in <br />the future. <br />On a roll call vote, motion carried unanimously. <br />PUBLIC HEARING, PINERIDGE IMPROVEMENT <br />Mr. Boxrud explained that two (2) public hearing dates were <br />authorized by mistake; one (1) for August 13, 1990 and one <br />(1) for August 27, 1990. He asked the Council to continue <br />this hearing to August 27, 1990 at 8:15 P.M. Council Member <br />Bohjanen moved to continue this public hearing until August <br />27, 1990. Council Member Kuether seconded the motion. <br />Motion carried unanimously. <br />ENGINEER'S REPORT <br />Resolution No. 35 - 90 Declaring Costs to be Assessed, <br />Woodridge Estates, Rohavic Oaks, Second Addition and <br />Surrounding Areas, Darrell Schneider - Mr. Schneider noted <br />that the Council has set the public hearing for consideration <br />of assessments but has not accepted the resolution declaring <br />the assessment costs. He noted that he has met with the <br />developer and his engineer and some areas of basic <br />disagreement still remain. The developer is questioning the <br />assessment procedure used by the City and as outlined in the <br />Financing Policy. The developer feels that the Financing <br />Policy is in disagreement with his developers agreement. The <br />PAGE 4 <br />1 <br />
