1 3 <br />COUNCIL WORK SESSION SEPTEMBER 24, 1990 <br />that she would like to see all of the numbers on this matter <br />including what the City would have to fund and what the City <br />would get back. <br />Mr. Uhde said that he is not looking at making any profit if <br />Option A is selected. His benefit would be a better <br />development. He explained that whatever direction the <br />development is to take, he wanted the support of the Council <br />for efficiency and proper approach. <br />Mr. Uhde gave the Council a copy of a letter to him from Gary <br />Stout. This letter contains further defined figures for <br />Option A. for investment costs and return on investment. <br />The total one -time return could be 141 %. <br />Mr. Uhde explained that he has brought this matter before the <br />Council to explore Council reaction. He would like some <br />indication of what the Council is willing to do with this <br />matter. He noted Option B would be acceptable to him, but <br />felt Option A was the most important to the City. <br />Mayor Bisel told the Council that they will have to make a <br />decision as to whether or not they wish to be in the land <br />business. Mr. Uhde said he did not want to be involved in <br />this acquisition because it is to slow and he wanted to be in <br />and developing the property in the spring. He asked if the <br />Council decided Option B was the best plan, could the City <br />guarantee that the 1/3 to 1/2 mile of street would be <br />constructed. <br />The Council told Mr. Uhde that they would meet soon and give <br />him their reaction to his proposals. <br />POLICE DEPARTMENT - SQUAD CARS <br />Police Chief Campbell told the Council that the State of <br />Minnesota and Hennepin County bidding process has been given <br />to Superior Ford. To get in on this bidding process, squads <br />must be ordered by October 1, 1990. This creates problems <br />since the 1991 Lino Lakes Budget will not be finalized until <br />later in 1990. <br />Chief Campbell also told the Council that he has checked with <br />Polar Chevrolet and may be able to acquire two (2) new 1990 <br />Chevrolet squad cars at the 1990 bid price. This would <br />enable his department to maintain the same fleet of squads <br />through our service inventory the Public Works Department <br />keeps on hand for maintenance of the squads. <br />Chief Campbell told the Council that there may be a mileage <br />savings on the present cars by acquiring the new squads <br />earlier than planned. The Council expressed concern that <br />there may be a time in the future when they may be asked to <br />fund four (4) new squads instead of two (2) new squads in a <br />PAGE 3 <br />
