036 <br />SPECIAL COUNCIL MEETING OCTOBER 5, 1990 <br />Mayor Bisel called a special meeting of the Lino Lakes City <br />Council to order, Friday, October 5, 1990 at 3:30 P.M. <br />Council Members present: Neal and Kuether. Council Members <br />absent: Reinert and Bohjanen. City Administrator, Randy <br />Schumacher and Clerk - Treasurer Marilyn Anderson were also <br />present. <br />The purpose of the special Council meeting is to consider and <br />approve a one day 3.2 Beer License for the Lino Lakes Lion's <br />Club for Lino Days, October 6, 1990. <br />Council Member Neal explained Lino Days is planned for <br />Saturday, October 6, 1990 and the Lions Club had forgotten to <br />apply for the Beer License. Council Member Neal moved to <br />approve the Beer License for the Lino Lakes Lions Club for <br />October 6, 1990. Council Member Kuether seconded the motion. <br />Motion carried unanimously. <br />CENTERVILLE POLICE CONTRACT <br />Mr. Schumacher updated the Council regarding the negotiations <br />on the Centerville Police Contract. He explained that he and <br />Chief Campbell had met with the Centerville Administrator, <br />several Centerville Council Members and a mediator this <br />morning regarding this matter. Mr. Schumacher said the major <br />issue with the contract is cost. Centerville feels that they <br />do not have the resources to pay what Lino Lakes has proposed <br />for 1991. However, they are happy with the services. They <br />have explained that if they could pay more, they would. They <br />would also like to have a long term contract. Centerville is <br />proposing to pay about $95,000.00 for 1991 police service. <br />Mr. Schumacher has proposed a reduced services contract for <br />$104,000.00. The mediator has asked that this proposal be <br />brought to each Council. <br />Mayor Bisel gave a brief background on this matter. He noted <br />that last year Centerville requested bids for police service. <br />They thought that they would get a better deal. This year, <br />the Council asked that contract negotiations begin early and <br />in April we notified Centerville that we wanted to know what <br />level of service they required. Lino Lakes told Centerville <br />that the cost would be bid according to the level of service <br />they had requested. When we finally received a response from <br />Centerville, the cost was determined at near $120,000.00. <br />Now Centerville is considering service from the Sheriff's <br />Department with backup from Lino Lakes at no expense. Chief <br />Campbell explained that there would be no backup, only <br />emergency response if called. Council Member Neal noted that <br />patrol time with the Sheriff's Department starts when the <br />officer enters his squad, not when he reaches the City of <br />Centerville. <br />There was a discussion regarding whether full -time or part - <br />time service should be offered to Centerville.
