Council Member <br />Reinert noted that the same thing is happening in other <br />municipalities. <br />Council Member Reinert asked about the breakdown of other <br />permits. Mr. Kluegel explained that these were remodeling, <br />additions or garage permits. He noted that three (3) season <br />porches were very popular in 1990. <br />Council Member Reinert explained that he felt developers and <br />builders should be licensed. Mr. Kluegel explained that <br />currently all builders working in the City must be licensed and <br />bonded. He also noted that there is a move to start state <br />licensing of all contractors. <br />SECOND READING, ORDINANCE NO. 19 - 90, REZONE LEHMANN, JORGENSEN <br />PROPERTY FOR NEW CENTENNIAL ELEMENTARY SCHOOL <br />Mr. Miller explained that this rezone request is the proposed <br />site of the new Centennial Elementary School. The Council has <br />already approved the subdivision of this property. Council <br />Member Reinert moved to adopt the second reading of Ordinance No. <br />19 - 90 and dispense with the reading. Council Member Neal <br />seconded the motion. On a roll call vote, motion carried <br />unanimously. <br />Ordinance No. 19 - 90 can be found at the end of these minutes. <br />PUBLIC HEARING, RESHANAU LAKE TRUNK SEWER IMPROVEMENT <br />Mr. Schneider explained that this proposed trunk sewer <br />improvement replaces the previous Chomonix Trunk Sewer <br />improvement and includes only the properties that have not <br />petitioned against sewer service. <br />Mr. Schneider used the overhead projector to outline the area <br />served by the Chomonix Trunk Sewer improvement. He also <br />explained that the Brandywood Estates and Pheasant Hills Preserve <br />subdivisions will use this system rather than flow into the <br />Centerville lift station as previously planned. Mr. Schneider <br />explained that the Laurene Street lift station will be phased out <br />and a new lift station will be constructed on Ware Road. The <br />Shenandoah lift station and the Fawn Lane lift station will be <br />eliminated entirely. The estimated cost of this improvement is <br />$1,152,000.00. This figure includes all temporary services. <br />Mr. Schneider reminded the Council that at a previous Council <br />meeting he had presented an amendment to the current assessment <br />policy.
