1 <br />1 <br />1 <br />ri <br />COUNCIL MEETING OCTOBER 10, 1988 <br />from the public hearing and the EDC recommendations and <br />recommended two changes. <br />Area Near VFW Property to 77th Street - The P & Z Board <br />recommended that this area be rezoned Suburban Residential <br />since most of the lots in the area are already two and one <br />half acres or less in size. This would guarantee that there <br />would not be additional subdiving in this area. This will <br />also protect the dwellings in the area and they will remain <br />conforming allowing them to add on to the dwelling or <br />upgrade the dwelling and will not create problems when a <br />landowner decides to sell his property. This recommendation <br />will benefit the landowners and the City. <br />Area East of Caroles Estates - The P & Z Board recommended <br />that this area be zoned Rural. This also would allow the <br />homes in the area to remain conforming but would allow very <br />little subdividing and protect the area for possible future <br />commercial use. <br />Robert King, 198 Marvey Street expressed appreciation to the <br />Council for deleting the area south of Marvey Street from <br />the industrial plan. He said he was still opposed to the <br />rezoning of the area south of the prison because the new <br />proposal did not have contigency plans regarding building <br />sizes and cul -de -sacs. He asked how can his area be <br />guaranteed that the area would be kept clean. He would like <br />the area residents to have a voice in how the industrial <br />area is improved. <br />Margaret Hammer, 900 Oak Lane noted that she has thirty <br />acres and was concerned about the need for an Environmental <br />Impact Statement if the area is to be developed for <br />commercial use. Mayor Benson said the area can only be <br />divided into ten acre sites and explained that the City <br />would not be concerned about an Impact Statement until a <br />proposal is made. <br />Jeff Knutson, Attorney for Glenn Rehbein gave the Council a <br />letter expressing opposition for changing the zoning in this <br />area from Light Industrial to General Business. He noted <br />that the only kinds of business' showing interest in the <br />area need industrial zoning and noted that if the City is <br />concerned about quality development, the industrial zoning <br />allows more tools for control than does the General Business <br />zoning. <br />PAGE 8 <br />
