He felt the primary objective was to <br />get the sewer and water utilities to the north and did not <br />see the need for the street improvement in the immediate <br />future. He said the City should get this resolved and work <br />with the people and get the utility lines in. <br />Mr. Bisel moved to follow the drawing presented by Mr. <br />Stahlberg starting at Lake Drive through the back of the <br />property on Rustic Lane to Glenview Drive then straight <br />north missing the Larson property until it reaches a <br />proposed street to the east and then to 2nd Avenue and then <br />north through the Menkveld property, following the blue line <br />north through the Church property, then north of Elm Street <br />to the freeway, then right (east) and follow the line as <br />proposed to get utilities to the prison and this will also <br />satisfy the people on Rustic Lane and allow the improvement <br />to get going and order the trunk sewer and water improvement <br />and preparation of plans and specifications and approve <br />Resolution No. 84 - 88. Mr. Bohjanen seconded the motion. <br />Mr. Rasmussen asked about 2nd Avenue. Mr. Reinert said he <br />would not dwell on the road now, the need is for the sewer <br />and water improvement. Mr. Rasmussen said he did not want <br />to go through this five or ten years from now. <br />Mr. Saunders asked if the trunk lines would be large enough <br />to serve the entire area. Mr. Stahlberg explained it will <br />handle all the property to the west City limits. <br />Voting on the motion, motion carried unanimously. <br />Resolution No. 84 - 88 can be found at the end of these <br />minutes. <br />Mayor Benson directed Mr. Hawkins to visit with the affected <br />residents all the way to the prison for utility easements <br />and come back to the Council with his results. <br />Mr. Bisel moved that langauge in the construction contracts <br />state that the contractor is responsible'for dry wells in <br />this area (Lakeview, Glenview etc.) Mr. 'Neal seconded the <br />motion. Motion carried unanimously. <br />Mr. Menkveld asked for a time table for the construction. <br />Mr. Stahlberg explained that he expected that plans and <br />specification will be ready by February 15, 1989 so that <br />bids can be requested. <br />PAGE 6 <br />G9 <br />
