COUNCIL WORK SESSION <br />FEBRUARY 27, 1989 <br />FEBRUARY 27, 1989 <br />has received a proposal from Cristina Harrison who has <br />completed several surveys in Lino Lakes. He noted that the <br />survey would take about three working days and another one or <br />two days to complete a final report. She would probably <br />start the survey about the first of April. He also noted <br />that a survey would'`probably be required for any improvement <br />within 1,000 feet of the chain of lakes. This requirement is <br />for Lino Lakes because of the historic significance of the <br />lakes. <br />MINNESOTA POLLUTION CONTROL AGENCY REQUEST FOR PREPARATION OF <br />EAW <br />The Minnesota Pollution Control Agency (PCA) has requested <br />that Lino Lakes withdraw the EAW from the review process and <br />submit the necessary materials to them so that they can start <br />the EAW review process. PCA explained that the EAW process <br />is their responsibility not Lino Lakes. Mr. Stahlberg will <br />submit all of the material to this agency and also try to <br />talk them out of requiring that Lino Lakes withdraw their <br />EAW. Mr. -Bisel asked why this route was not followed in the <br />beginning and Mr. Stahlberg explained that he thought that <br />the City was responsible for this as was the situation in <br />Andover about two years ago. However, PCA says it is their <br />responsibility . Mr. Stahlberg did not feel PCA would be <br />difficult to deal with. <br />Mr. Stahlberg has submitted a schedule for the West Central <br />Trunk improvement. If plans and specifications are approved <br />this evening, the archaeological study can begin about April <br />1, 1989. The PCA will publish the EAW on March 20, 1989, <br />bids can be taken on March 31, 1989 and awarded on April 10, <br />1989. The bond consultant will look at the bids prior to the <br />awarding of the bid. Bids cannot be awarded prior to formal <br />action by MPCA on the EAW. <br />Mr. Bisel asked if anything was missed regarding the PCA <br />responsibility and what will it cost the project in time? <br />Mr. Stahlberg said a procedural step was missed. It should <br />set the project back about two to four weeks. Mr. Bisel <br />noted that time is critical at this point. <br />The remaining items on this agenda were delayed to the <br />regular Council meeting. <br />Mayor Benson closed the Work Session at 7:18 P.M. <br />
