195 <br />COUNCIL MEETING <br />REGULAR AGENDA <br />OPEN MIKE <br />NOVEMBER 25, 1991 <br />Anoka County Sheriff's Department Update, Sheriff Ken Wilkinson - <br />Sheriff Wilkinson explained that the purpose of his appearing <br />before the Council this evening is to follow through in his <br />commitment to good communications with the communities in Anoka <br />County and to share information regarding the Departments <br />activities and to receive input from the Council. A copy of the <br />Sheriff's annual report had been sent to each Council Member. <br />Sheriff Wilkinson explained that his working relationship with <br />the Lino Lakes Police Department is excellent. He recounted <br />several incidents in which his Department worked closely with the <br />Lino Lakes Police Department. Sheriff Wilkinson noted that 1990 <br />is the most recent year that statistics are available. He <br />explained that 168 incidents in Lino Lakes were addressed by his <br />Department. Most of these were in specialty areas such as sexual <br />assault, child sexual assault and drug enforcement. These types <br />of incidents had spiralled but are now leveling off. <br />Sheriff Wilkinson noted that emphasis is being placed on <br />equipment sharing and cooperative efforts. He further noted that <br />his Department executed 47 search warrants through October, 1991 <br />in Lino Lakes. In 1990 there were only 10 search warrants in <br />which six (6) resulted in arrest. This activity is well ahead of <br />1990. Polygraph services had been handled through the state. <br />However, during 1990, the state discontinued this service. <br />Private vendors are very costly so the Sheriff's Department <br />purchased the necessary equipment and offer this service to the <br />municipalities in Anoka County. The cost of developing this <br />valuable tool is being recouped by charging for its usage. <br />A crime scene processing service is now available. This service <br />is used when there is criminal damage to property. Photographs <br />of the scene, investigation of personal injury accidents, <br />assistance in residential burglary, etc. are other services of <br />this unit. <br />Jail service is also available to Anoka County municipalities. <br />There has been an increase in crime and the demand for jail space <br />is growing. Anoka County doubled the capacity of the jail during <br />1991. Other services include uniformed patrol, a canine unit <br />established with drug forfeited money, SWAT team and the DARE <br />program. <br />Sheriff Wilkinson asked for feedback from the Council regarding <br />the matters discussed this evening or other matters. <br />PAGE 2 <br />1 <br />1 <br />
