May 28, 1974 <br />Mr. Locher read the Ordinance Pertaining to the parking of boats, they must have a <br />permit that must be renewed annually. <br />Mr. Tobish asked about a special use permit for the parking of the mobile home on <br />that property. <br />Mr. McLean told him that the ordinance reads that the only permitted use of a mobile <br />home is in a mobile home park; or if a home is under construction and the mobile <br />home is being used as temporary living quarters during construction. <br />Mr. Locher reaffirmed this stating that a mobile home in Lino Lakes is illegal in <br />any location except in a park especially designed for mobile homes. <br />Mr. Tobish again asked about a special use permit for the mobile home. Mr. McLean <br />felt that this request would be rejected by both the Planning and Zoning Board and <br />by this Council. This would be setting a precedent and could open the way for much <br />critisim of City policies regarding mobile homes. <br />Mr. Tobish asked for suggestions as to where this home should be put. Mr. McLean <br />said either in a mobile home park or in a building. <br />Mr. Zelinka said that Mr. Tobish would have to apply for a special use permit <br />through the P &Z. Mr. Locher said this would require a hearing and all surrounding <br />property owners would have to be notified. Mr. Marier said in:his opinion that <br />such a request for a special use permit would not be granted. <br />Mr. Tobish said that he could pull the home out, put it in Shoreview and lease the <br />property to a motorcycle club. Mr. Tobish said he would contact the Clerk's office <br />for the necessary information to apply for a special use permit. The matter of the <br />junk cars will be handled through Mr. Locher. <br />Mr. McLean asked if there had been any word from the Metro Council since the <br />meeting on the 16th. Mr. Bohjanen said, No, there has been no communication from <br />them. Mr. Zelinka thought that a letter should be written asking if a date has <br />been set for the finalization of the interceptor, this letter to be sent to the <br />MSB, NSSSB, Mr. Milton and Mr. Lombardi. The Clerk was instructed to wait until <br />the end of the week before writing the letter. <br />Requisition #431 was discussed. Is this an estimate or a bill? The Clerk answered <br />that it was an estimate. <br />Mr. Marier moved to approve requisitions #429 through and including #434. Seconded <br />by Mr. McLean. Motion carried. <br />Mr. Marier moved to approve Checks #5760 through and including #5686, noting that <br />#5775 had been voided. Seconded by Mr. McLean. Motion carried. <br />Mr. Marier moved to approve payroll checks #2407 through and including #2430. Seconded <br />by Mr. Zelinka. Motion carried. <br />Mr. Marier noted that the payroll had increased this month and asked the Clerk <br />for the totals for the last three months. <br />Mr. Marier moved to adjourn at 10:10 p.m. Seconded by Mr. McLean.
