Motion carried. <br />Mr. Henry Speiser had neglected to sign his application. The Clerk is to contact <br />him and his application will be considered at the June 24, 1974 meeting. <br />Mr. Gotwald had looked over the letter concerning the Battle Creek Watershed <br />District and said that the hearing scheduled is to consider the expansion of this <br />District. Mr. Gotwald felt that the City should object to being included in this <br />District for several reasons. We have had no communications• from this District, <br />there has been no engineering study and most of the area of Lino Lakes is already <br />included in the Rice Creek Watershed District. This would be an overlapping <br />situation. All platting done in the area must be approved by the RCWD at the present <br />time and with the formation of this district, one more agency could be involved <br />thus complicating the procedure of platting. <br />Mr. Ross asked if the City received copies of the RCWD and was told that we do. <br />The Clerk was instructed to draft a letter for Mr. Gotwald informing this group <br />that; 1) we are not a part of the drainage system that flows into Battle Creek. 2) <br />there has been no engineering study as to why Lino Lakes should be included in <br />this district. 3) the City of Lino Lakes doesn't need another agency controlling <br />the growth of the City and 4) the City of Lino Lakes had neither representation on <br />this Board nor communications from them. <br />Mr. Carl Nelson asked if the two districts overlapped and was told No. <br />Mr. Gotwald reported that he will have a preliminary cost estimate for planned <br />road repairs for the next meeting. <br />The Clerk asked who to get to test the water at the well. Mr. Gotwald suggested <br />Gene Smith of White Bear Township, Bill Imme of Circle Pines or Greg Morstad of <br />Lexington. <br />Mr. Al Ross made comment of the study being conducted by the City for full time <br />Law enforcement. He felt that we have a Library District, Hospital District and <br />felt that with the number of surrounding communities needing full time protection, <br />a Law Enforcement District could be set up. He felt that this matter should be put <br />on the ballot this fall and let the people vote on it. He also reminded the Council <br />that the possibility of issuing an unlimited number of liquor licenses. He felt <br />that this should also be on the ballot for approval of the residents. <br />Mayor Bohjanen told Mr. Ross that there has been three meetings of the Commission <br />studying a full time Police Department, the next one is scheduled for June 26, 1974. <br />Before any decisions are made on this, a public hearing will be held. This project <br />is still very much in the planning stages. <br />Mr. Zelinka moved to approve requisitions #436 through #446 inclusive. Seconded by <br />Mr. McLean. Motion carried. <br />Mr. Zelinka moved to pay bills with checks #5787 through and including #5810. <br />Seconded by Mr. McLean. Motion carried. <br />Mr. McLean moved to adjourn at 10:30 p.m. Seconded by Mr. Zelinka. Aye. <br />
