June 24, 1974 <br />natural gas to that location. <br />She had received a request from Mr. Henry Rosengren asking the Council to reconsider <br />the off -sale liquor license requirements. This request will be considered at the <br />next Council meeting. <br />The June 10th minutes were considered. Mr. McLean moved to approve as presented. <br />Seconded by Mr. Zelinka. Motion carried with Mr. Marier and Mr. McLean abstaining. <br />Mr. Marier presented the following items from the Planning and Zoning Board meeting <br />of June 19, 1974. <br />Mr. Nelson had appeared before the Board with a preliminary plan for developing <br />property North of Main Street on Highway 8. He wanted three years to put in the <br />roads. The P &Z informed him that monies could be put in escrow for the installation <br />of the streets. He will consult with Mr. Gotwald and Mr. Starr and return to the <br />board. <br />Mr. Prokop had presented the Planning and Zoning Board with a petition for the <br />surfacing of Lakeview Avenue in the Otter Lake Hills Plat. There are three property <br />owners, Mr. Prokop, Mr. Reiling and Mr. LaBuda. Mr. Prokop and Mr. Reiling have <br />asked for the work to be done, Mr. LaBuda objects. Mr. Prokop explained that this <br />work is necessary for him to obtain a building permit on lots he owns on that street. <br />They understood that the cost would be assessed directly to the property owners. <br />Mr. LaBuda was in the audience and he objected to this because he didn't want any <br />building in the area. He had bought the lots for private use and had no intentions <br />of building on them or selling. Mr. Zelinka brought out the fact that the name of <br />the street would have to be changed since there is already a Lakeview in the City <br />and Mr. Prokop said this was understood. He suggested "Deer Pass Lane ". Since this <br />action requires a public hearing, Mr. Marier moved to set the hearing for July <br />17, 1974 at 8:00 p.m. before the Planning and Zoning Board and at 8:15 p.m. before <br />the Council on July 22, 1974. Seconded by Mr. McLean. Motion carried. <br />Mr. Meyer, representing U.S. Lakes, appeared with a request for a 500 foot private <br />driveway to service the townhouses units. The Planning and Zoning had recommended <br />approval but Mr. Marier disagreed with this recommendation. He felt that by this <br />action a precendent could be set and that the developer had created this problem. <br />There was discussion on the fact that this would be a private driveway, maintained <br />by the owners, and that these properties would not be sold until they became part <br />of a plat. <br />Mr. Marier moved to deny this request and ask that Country Lakes to take an <br />alternate route. Seconded by Mr. McLean. <br />Mr. Meyer asked that this matter be tabled. Mr. Marier said that he would withdraw <br />his motion except that Mr. Meyer had been asked to present an alternate plan by <br />the Planning and Zoning 3oard and had not done so. On the vote; Mr. Marier, Mr. <br />McLean, Aye; Mr. Zelinka, Mr. Jaworski and Mr. Bohjanen, No. Motion failed. <br />Mr. Meyer will return to the Planning and Zoning. Mr. Zelinka suggested that Mr. <br />Meyer consider putting the driveway North to intersect Lantern Lane. Also, some <br />form of notification from Mr. Jandric that this property would not be sold until <br />the property becomes a part of a final plat. <br />1 <br />1 <br />
