The special meeting of the Lino Lakes City Council was called to order at
7:45 p.m. on August 16, 1974 by Mayor Bohjanen. Councilmen present; Jaworski,
Marier, Zelinka. Absent; McLean. Mr. Locher was also present.
This meeting had been conveie d to discuss the position of Supervisor with Mr.
Adolph Peters of Newport. He had been recommended by the Personnel Commission.
Mr. Zelinka said the question of salary must be resolved. At the present time,
Mr. Peters is employed bt the MSB and is receiving $5.83 p/h. This computes
to approximately $1000.00 p /,. The original recommendation from the Personnel
Commission was that the salary be in the 10,000 to 12,000 per year range.
Mr. Peters qualifications was discussed. He has a Class C license in both
water and sewer and a Class A drivers license.
Mr. Marier asked Mr. Peters what he was asking for as a salary.
Mr. Peters felt that considering all things that he would need at least
$12,000.00 p/m to make the move. He said that he has not missed a day of
work in he couldn't remember when. He has 720 hours of accumulated sick leave
and 110 hours of accumulated vacation time. He has never been late for work.
Mr. Marier asked Mr. Peters why he had left the City of Newport to work for MSB.
Mr. Peters said that the MSB took over the sewage system and anyone employed
by the City could go With MSB without losing seniority and he simply went with
the system.
He was asked what kind of work he performed in the City of Newport and Mr. Peters
said that he worked in all departments as needed. This included roads, parks,
snow plowing in addition to water and sewer. He agreed that approximately
90% of his time was spent in the utility end of the job.
Mr. Zelinka asked if he still felt that he could not transfer for the same
salary that he is receiving at the present time and Mr. Peters said, yes.
Mr. Bohjanen asked how far he would have to drive and what the driving time
would be.
Mr. Petersthought it was around 31 miles and about 35 to 40 minutes driving time.
He definitely plans to move to this area if he obtains the position. He feels
that it is necessary he be in the area in case of emergencies.
Mr. Peters was questioned as to his feeling on the area of supervising
personnel and what he thought was necessary to motivate employees. Mr. Peters
did not think he would have any problems in the supervisory position. He
felt that if employees are satisfied, cdntented and well paid, there are few
if any problems. If an employee is not doing a good job, find out why and take
it from there. Mr. Peters also wanted the Council to know that he is a member
of AA and has been for the past 17 years.
Mr. Jaworski thought that the starting salary for Lino Lakes of over 14,000
was too high. He felt that 12,000 would be more in the range of the City's
ability to handle.
Mrs. Peters asked about the cost of land and how much they would need to build.
She thought that if the cost of building and moving was too high, that they would

not be bettering themselves, just going backwards.
Mr. Peters said he would consider $1150.00 p /m. Mr. Zelinka said this was
higher that the Council planned to pay.
Mr. Marier moved to take this matter under consideration and give Mr. Peters
an answer by,mail. Seconded by Mr. Jaworski. Motion carried.
Mayor Bohjanenthanked Mr. Peters and told him he would hear by the next
Council meeting. Mr. Peters asked about insurance and was told that there is
only Workman's Compensation.
The next item on the agenda was the consideration of the bond issue to pay
for the special assessments in the Country Lakes area.
Mr. Springsted and Mr. Werner were here. They gave the Council copies of their
propos.ai1 In reviewing the figures used to arrive at the amount necessary to be
bonded, Mr. Springsted pointed out the amount over paid by Mr. Jandric on
Lakes Add. #3 but recommended that no refund be paid until such time as the last
half of tl e 1973 assessments are paid.
There was discussion of the $50,000.00 C.D. on deposit with the Drovers State
Bank and if this could be used to pay these delinquent assessments. The general
feeling if the Council was that this C.D. was for the purpose of keeping the as-
sessments from becoming delinquent and if this happened then what ever
portion was needed to bring the assessments up to date could be uded. This
amount to be replaced by Mr. Jandric in order to maintain a balance of $50,000.00
on deposit.
Mr. Marier moved to accept Mr. Springsted's recommendations for the sale of
$180,000.00 in bonds. If the City is not able to arrive at the amount due, then
a tax be levied against the assessed area. Seconded by Mr. Jaworski. Motion
carried unanimously.
There was more discussion on the $50,000.00 C.D. and just what the terms
of agreement were. Mr. Locher read the mtatement from the Drovers State
Bank and the Clerk went through the minutes of the meetings but nothing
definite seemed to be stated.
Mr. Zelinka suggested that a letter be sent to Mr. Jandric stating the
amount due and giving a time frame in which this amount whould be paid.
Mr. Marier moved to notify Mr. Jandric that the last half of the 1973 taxes
and assessments are delinquent and that we expect that amount to be paid.
Seconded by Mr. Zelinka. Motion Carried.
The Clerk presented the Council with a list of names to serve as Election
Judges for the September 10, 1974 Primary and the November 5, 1974 General
Elections. Mr. Marier moved to approve the list. Seconded by Mr. Zelinka.
Motion carried.
Mr. Marier moved to adjourn at 9:45 p.m. Seconded by Mr. Jaworski. Aye.
