November 13, 1974 <br />The special meeting of the Lino Lakes City Council was called to order at 8:05 P.M. <br />by Mayor Bohjanen. Councilmen present: Jaworski, Marier, McLean and Zelinka. <br />Mr. Marier said since he was most familar with the rating sheets used by Mr. <br />Myhre, he would like to question Mr. Myhre on how he had used the sheets to rate <br />the men. He moved to limit the questions to three at this time. Seconded by <br />Mr. Jaworski. Motion carried. <br />Mayor Bohjanen said the purpose of this meeting was to select the full time <br />personnel for the Police Department. <br />Mr. Myhre explained that he had gone through the rating sheets a few questions <br />at a time for each man. <br />Mr. Marier asked if any of the personnel knew of the rating. Mr. Myhre said two <br />did - Wilbur and Holman. Mr. Marier asked why those two? Mr. Myhre said they <br />happened to be in the office the night he was completing the rating. <br />He also said that Wilbur would not like to be considered at this time but would <br />like to remain on the list for consideration in the future. Mr. Myhre said the <br />rating sheets had pretty much agreed with the cards he had previously filled out. <br />Mr. Myhre was asked to send in the first man for the interview. In the meantime, <br />Mr. Marier said that if this ratings sheets is used correctly, there is no way <br />that you can arrive with all men about average. If you only consider the man, <br />then you get an average. <br />Mr. Jaworski felt that Mr. Myhre had tried to rate the men as individuals. <br />The Patrolmen were interviewed in the following order: Mr. Ross, Mr. Costa, <br />Mr. Kirschbaum, Mr. Armstrong; Mr. Myhre. Mr. Wilbur and Mr. Holman did not <br />want to be considered for full time at this time. <br />The men were given a copy of the rating sheet used and asked questions on the <br />catagories - how they would rate themselves and why. They were questioned on <br />the reasons for their desire to become a policeman - on how they would react <br />if they were not selected for the full time positions - and what they felt they <br />could offer to this department. The Council asked if the men felt the rating <br />sheets were a fair way to rate their qualities and they agreed it was. <br />The Council discussed the answers of each man, the attitudes, the reactions to <br />some questions and after much consideration of each man, Mr. Marier moved to <br />hire Mr. Myhre as a full time police officer to serve as Acting Chief for six <br />months. He is to set up the department with a long range and short range plan. <br />The position of Acting Chief will be reviewed at the end of six months. Seconded <br />by Mr. Zelinka. Motion carried unanimously. <br />Mr. Zelinka moved to hire Mr. Sal Costa as a full time police officer in the <br />position of Number .one patrolman. Seconded by Mr. Marier. Motion carried <br />unanimously. <br />Mr. McLean moved to hire Mr. Ron Armstrong as a full time police officer in the <br />position of Number Two Patrolman. Seconded by Mr. Marier. Motion carried <br />unanimously. <br />Mr. Jaworski brought up the position of Police Clerk. The Council deferred <br />action on this position.
