April 22, 1975 <br />The Special Meeting of the Lino Lakes City Council was called to order <br />at 7:15 P.M. by Mayor Bohjanen on April 22, 1975. Council members present: <br />Jaworski, Marier and Zelinka. Absent: McLean. <br />This meeting had been called at the request of Mr. Charles Nelson in regards <br />to a Resolution needed to gain Metropolitan approval of the Pine Vista Plat. <br />Mayor Bohjanen asked the Clerk to read a Resolution presented to the Council <br />by Mr. Nelson. The working in this resolution had been suggested by Mr. <br />John Doyle of the Human Resources Commission. <br />Mr. Jaworski felt that the statement that water and sewer facilities would <br />not be available to that area for 10 to 15 years was debatable. If <br />Lino Lakes assumes the full responsibility for pollution that might occur <br />in this plat, this then would commit this City to the cost of the installation <br />of an interceptor to correct the problem. Mr. Jaworski felt the original <br />letter in Resolution form should be sufficient. <br />Mr. Marier concurred with Jaworski. Mr. Marier moved to adopt the following <br />points as a Resolution dealing with the Pine Vista Plat: <br />1. Testing of existing wells will be done by Mr. Nelson and the <br />reports will be forwarded to your office as soon as the results <br />are computed. Mr. Nelson will be testing six wells in the im- <br />mediate vicinity of the proposed plat. <br />2. At the present time the City requires a perc test to be done by <br />a registered engineer before any building permits are issued. <br />3. In the event of pollution, the City of Lino Lakes will follow <br />the recommendations of the Anoka County Health Office and <br />consider each case on an individual basis. The City will <br />cooperate fully with the Anoka Helath Office to explore and <br />find the best possible solution to the problem if it does occur. <br />Seconded by Mr. Jaworski. Motion carred unanimously. <br />There was discussion of the term 'primary priority.' This seems to be a <br />point of contention with the Metro Council. This area, not expected to be <br />sewered for 10 to 15 years, should have the rating of 'rural' according <br />to their interpretation of the terms. <br />Mr. Marier said that term was used for that area per instructions from the <br />Metro Council when the City's Comprehensive Land Use Plan was being considered. <br />Mr. Marier felt that to change the designation of that area now would leave <br />the City in an awkward position if, suddenly, there should be plans for a <br />North interceptor. Also , there has been no indication from the Metro <br />Council of what they expect from this City. <br />There was discussion as to the time frame for an interceptor. Mr. Marier <br />felt that a date is necessary in order for this City to make a committment. <br />Mr. McLean arrived. <br />Mr. Nelson thought that if the City co- operated to the fullest, and still <br />did not get approval from the Metro Council, then there would be an <br />area to contest. <br />Mr. Marier felt that the Metro Council should be told that the Land Use <br />41 <br />
