1 <br />1 <br />OCTOBER 2, 1975 <br />The fourth scheduled budget meeting was called to order at 8:05 P.M. on <br />October 2, 1975 by Mayor Bohjanen. Council Members present: Jawooski, <br />McLean and Zelinka. Absent: Marier. <br />Mayor Bohjanen said this is the first meeting that has a quorum. The first <br />meeting had been cancelled due to conflict with a Metropolitan Council <br />Meeting; the second meeting had been attended by only Mayor Bohjanen and <br />Mr. Jaworski; the third meeting had only been attended by Mayor Bohjanen. <br />Mayor Bohjanen said some of the preliminary work had been done. He had <br />gone over some of the figures with the Clerk and had some suggested amounts. <br />He will present these for discussion. <br />The general fund was gone through. The cost of insurance was discussed <br />with the consideration of this being advertised and opened for bids <br />agreed upon. <br />The catagory of "Membership & Dues" was deleted from the budget. <br />Mr. Sooger, Centennial School Special Education Administrator, appeared <br />at the meeting to explain the summer recreation program. He said that some <br />members of the school board had felt that the school should get out of <br />the summer recreation program. This program runs for about six weeks. <br />There are three possibilities: 1) the City take over the program; 2) a <br />joint effort between the school and the City; or 3) the School continue <br />to adminster the program. <br />Mr. Sooger explained that this past summer he had $7,200.00 to work with. <br />This had been supplemented with assistance from the summer yourth program <br />so the over all expenditures were about $12,000.00. If this program is to <br />be continued on the same level as lasy year, Mr. Sooger is faced with a <br />$5,000.00 deficit in that department. If the School Board decides to pull <br />out of the program, then he has a $12,000.00 program with no financing. He <br />was here to ask what kinds of resolution or assistance the City might be <br />able to include in their budget. <br />Mr. Jaworski asked how this program was publicized and Mr. Sooger said there <br />were handouts in all the elementary schools and was published in the Observer <br />in the Circulating Pines and the Shopper. He said that the notices will be <br />gotten out earlier this year. <br />The Council thanked him for his presentation and will consider and let him <br />know. <br />On considering the Auditor's budgetary amoutg, it was suggested that the <br />possibility of replacing the present Auditor be investigated. It was felt <br />that more advice in the financial area was necessary. <br />The remaining catagories of the General Fund was considered with suggested <br />amounts being entered. These amounts are merely suggestions and are subject <br />to change. Since the scheduled meetings with the Union on the Police <br />Contract are not completed, nothing could be done in that department. <br />On considering the legal fees and the legal publication costs, it was <br />suggested that an Ordinance be written so they can be amended by Resolution, <br />r)53 <br />
