The Council <br />will consider this. <br />The cost of repairs of the Utility Truck was considered with the suggestion <br />that perhaps the expenditures in that department could be cut if there was <br />a newer tractor. This will also be considered. <br />The Clerk was instructed to compute the percentage figures and enter; also <br />to check the Debt # 1 figures. <br />Mr. McLean moved to continue this meeting until Thursday, October 16, <br />1975 at 8 :00 P.M. Seconded by Mr. Zelinka. Motion carried. <br />OCTOBER 16, 1975 <br />The sixth budget meeting was called to order at 8:20 P.M. on October 16, <br />1975 by Mayor Bohjanen. Councilmembers present: Jaworski, and McLean. <br />Absent: Marier and Zelinka. Mayor Bohjanen asked to waive the rule of only <br />considering budget at this meeting as there are two other items he would <br />like to discuss. The Clerk had received a request for a sewer license. <br />The applicant had asked for early consideration of this application. Mr. <br />McLean moved to grant the license pending ratification by the full Council <br />at the October 28, 1975 meeting. Seconded by Mr. Jaworski. Motion <br />carried. <br />Mr. Kelling asked the Council to reconsider the motion to approve his <br />attending the Assessor's School at Chaska. He cited the distance in miles <br />and the length of time he would be on the road. He also told the Council <br />that most of the out -State Assessors that he attended the schools with <br />get $20.00 per day plus all expenses. He felt that this City is getting a <br />lot for very little. He asked that he be allowed to attend the school at <br />St. Cloud which is in session October 28, 29 and 30, 1975. This date fits <br />with his schedule. <br />After some discussion, Mr. McLean moved to,iallow Mr. Kelling to attend the <br />school at St. Cloud with the expenses not to exceed $100.00. Seconded <br />by Mr. Jaworski. Motion carried. <br />The Clerk had called the Anoka County Auditor's office and asked for the <br />percentages of uncollected levy for the past years. In 1973 the percentage <br />was approximately 24%; 1974 about 18% - Mr. McLean felt that any budget <br />submitted for certification should levy the full levy amount. A sub - budget <br />or a working budget should be prepared taking into consideration that a <br />certain percentage of the levy may not be collected. <br />He also was concerned that there is no reserve for repair or replacement <br />of the sewer truck. He suggested some sort of a reserve fund to handle <br />an emergency in that department. <br />The Clerk reminded the Council of the CD's on deposit at the bank that <br />were levied for the Metro Sewer Board payment. The Council will ask <br />Mr. Locher the legality of using these in an emergency and replacing. <br />They also would ask in what areas that money can be used. <br />The Clerk was instructed to recompute the anticipated income from the <br />utility department and reflect this in the total anticipated income for <br />
