NOVEMBER 18, 1975 <br />Mr. Gotwald felt that the line should be constructed to include that property <br />but something must be put in writing that the costs will be shared by those <br />owners. <br />Mr. Zelinka said to his knowledge there are 3 homes along Ware Road at the <br />present time and that area is platted for 8 - would a bond be required for <br />the other side of the street or what? How has this been handled in other <br />areas? 1 <br />Mr. Locher asked if the line could be designed to only serve those homes <br />on Ware Road that are within the Sehanadoah Project? <br />Mr. Gotwald said, No, the State requires the line to be 8" and this is <br />large enough to serve both sides of the street. The areas affected must be <br />handled by an agreement between the property owners. There are some <br />problems on Birch Street of the same nature. Mr. Gotwald thought this will <br />have to be worked out by the Attorney. <br />Mr. Zelinka asked if this would invoke a public hearing and Mr. Locher said, <br />Yes, it there is to be an assessment. <br />The cost figures on the bid received by Mr. Rehbein was discussed again. <br />One man form the audience thought is was too high. Mr. Gotwald said, No, that <br />this bid is in line with other ones that he has seen in recent weeks. <br />The depth of the line and the water table was discussed. Mr. Gotwald explained <br />why it is necessary to put the line at a depth of 10 feet. Mr. Rehbein <br />said that in some places the water table is at 4 or 5 feet. Mr. Gotwald <br />felt that most of the area is about 10 feet and some as high as 14 feet. There <br />was discussion on how the lines are installed when the water table is so high. <br />Mr. Rehbein said that he would like to have the time to get more bids on <br />this project and Mayor Bohjanen asked him how soon he could have them. Mr. <br />Rehbein felt that within two weeks he could come back with some plans that both <br />he and the Council could live with. Mr. Rehbein said he wanted some competative <br />bids in order to protect the people. He wanted to be as fair as possible in <br />this matter. He suggested that the City take the bids and he pay for the lots <br />he still owns and the residents pay the City for their assessments. <br />Mr. Zelinka felt that if Mr. Rehbein asked for the bids, he could get a better <br />cost figure for the residents from his brother contractors. Mr. Zelinka felt <br />that when a municipality asks for bids there is always a little extra added on. <br />Mr. Marier felt that this is the obligation of the contractor and he should <br />handle this. Mr. Marier felt that the cost of pumpoing and hauling the <br />sewage from that area should not be paid by all the citizens, this should be <br />assessed to the people, owners or contractor in that area. <br />Mr. Marier moved that all costs for pumping, hauling and manpower be assessed <br />to the people, contractor or owners in Shenandoah until the interceptor is <br />completed. Seconded by Mr. McLean. <br />Mr. Zelinka asked Mr. Marier if he meant the cost of just hauling the sewage <br />and Mr. Marier said, "just for the cost of pumping and (hauling the sewage." <br />
