DECEMBER 3, 1975 <br />Mr. Zelinka said that at the last review of Mr. Volk's position, another review <br />was scheduled at the end of a six month period. This is that meeting, and <br />it is for the purpose of clarifying some points. Mr. Zelinka said that he had <br />heard many rumors during this time, but when he had traced them down, most of <br />the rumors turned out to be just that and no more. <br />Mr. Cartier asked how many bosses Mr. Volk has and was told that all five of the <br />Council members are his bosses. Mayor Bohjanen pointed that basically Mr. Volk <br />has two contacts on the Council - Mr. Jaworski as liaison to the Road Department <br />and Mr. McLean as liaison to the Park Department. <br />Mr. Zelinka said that the pros and cons should come from these two Council <br />Members. <br />Mr. McLean said that his contacts with Mr. Volk are by phone, memo or a meeting <br />on Saturday morning. <br />Mr. Johnson, from the audience, said he had worked fro both Mr. Backlin and <br />Mr. Volk. He felt that Mr. Volk is doing a good job. The equipment is repaired <br />when needed, and when parts are needed Mr. Volk sees that they are there. He <br />stated that he had also heard some of the complaints about the work at Sunrise <br />last year. This year he will be there during the day and will try to see that <br />things are improved in the area of public relations. <br />Mr. McLean asked Mr. Volk what kind of planning he has for next year? Mr. <br />Volk said that he should have a plan ready in January for the schedule of <br />upkeep for the roads. Mr. McLean asked if this would also include costs and <br />Mr. Volk said, Yes. <br />Mr. Zelinka asked if this would include a time table? Manpower hours? <br />Equipment needed? And if it will fit into the budget? <br />Mr. Volk said this was the plan. Mr. Zelinka asked if there were any records here <br />for him to base his decision on? Mr. Volk said that the only information he has <br />on what has been done before is by being told by people who have worked here <br />longer than he has. <br />Mr. McLean asked if he plans to include a contingency percentage for unexpected <br />break -ups? Mr. Volk said maybe 15% to 20 %. <br />Mr. Cartier said this is ust a guess. Mr. Zelinka said there are no records and <br />that is the point he was trying to bring out. <br />Mr. Jaworski said there is no way to determine why the roads break up. <br />Mr. Marier asked how long, he, Mr. Volk, has been working on the maps and Mr. <br />Volk said since early in the year. All the road maps for the work done in 1975 <br />were prepared. <br />Mr. Marier asked about his short range and long range plan. Mr. Volk answered <br />that he has presented the two month plan to the Council and that he hasn't <br />had the time to sit down and finish the long range plan. He has some of the <br />rought drafting done but needs to find a slack period in which to work out the <br />details. He said that he had spent about 35 hours on the report on breakdown on <br />road costs this year. <br />
