DECEMBER 8, 1975 <br />Mr. Zelinka complimented Mr. Beach on his report saying that it was <br />complete and on time. Mayor Bohjanen thanked Mr. Beach for his time <br />and the report. <br />Mr. Jaworski had no report. Mr. McLean had no report. Mr. Marier had <br />no report. Mr. Zelinka had no report. <br />Under the Old Business, the minutes of the December 3, 1975 Special Council <br />Meeting for the consideration of the Public Works Supervisor's position <br />was considered. Mr. Marier moved to approve the minutes as written. <br />Seconded by Mr. McLean. Motion carried unanimously. <br />Mayor Bohjanen said that on reviewing this position, that he was basically <br />satisfied with the performance of Mr. Volk. There needs to be some <br />improvement in the area of planning. <br />Mr. Zelinka moved, that if a salary raise is to be considered, that it <br />not be retroactive. Seconded by Mr. McLean. Motion carried unanimously. <br />Mr. McLean moved that Mr. Volk be retained as a Temporary Supervisor <br />until a permanent Supervisior can be hired. At that time, Mr. Volk would <br />become the Number 2 man and Mr. Robert Lundgren the Number 3 man. <br />This would eliminate some of the part -time personnel. <br />Mr. Zelinka asked what if the Council is unable to locate a suitable <br />person within the salary range and Mr. McLean said that is a Council <br />problem. Mr. Jaworski asked if an ad should be placed for the job and <br />Mayor Bohjanen asked that the Personnel Commission draft a job description <br />first. <br />The motion was seconded by Mr. Jaworski. Motion carried with Mr. Zelinka <br />voting, No. <br />Mr. Marier was concerned about more than one member of a fmaily being <br />employed by the City. He felt there was a conflict of getting the work <br />done and that individuals are controlling rather than doing. Mr. Marier <br />moved to make an effort that all hiring done by the City be limited to <br />one person per family. <br />Mr. Zelinka questioned the legality of this - is this discriminatory? <br />Mr. Locher said not if there is internal conflict. <br />Mr. Jaworski felt this would give the City a chance to hire some of the <br />unemployed. Mr. Jaworski seconded the motion. Motion carried. <br />Mr. Lee Parr and Mr. Byron Laher of the Anoka County Health Department <br />were here to present the Council with an opportunity to present the need <br />of the community. This department is in the process of developing a <br />long range plan to meet the needs of the people in Anoka County in the <br />areas of Mental Health, Mental Retardation and Chemical Dependency. <br />They have a June target for completion and are meeting with three <br />agencies on February 1, 1976 to ask for funding. <br />
