• • STAFF ORIGNINATOR: MEETING DATE: TOPIC: VOTE REQUIRED: BACKGROUND: AGENDA ITEM 1B Jean Viger, Deputy Clerk January 13, 2003 Consider Resolution 03 -01, approving application for Circle -Lex Lions Club to conduct off-site gambling, Resolution 03 -02 approving request for one -day temporary consumption & display (set -up) license and approving application for temporary 3.2 beer on- sale license for one -day event. Simple Majority (3/5 Vote) A licensed organization, under the State Gambling Statutes, may conduct lawful gambling on premises other than the organization's permitted premises for one day per calendar year or within a 12- consecutive -day period in a calendar year in connection with a county fair, church festival or a civic celebration. With the permission of the church, the Circle -Lex Lions Club has made application to conduct a fund - raising dinner and raffle on April 5, 2003 at St. Joseph Catholic Church, 171 Elm Street. The Circle -Lex Lions Club has also requested a 1 -day temporary set -up license and a temporary 3.2 beer license. The City may not issue more than ten (10) temporary 1 -day consumption & display permits in one year. This is the City's first. City policy requires a background investigation every time a permit or license application is received. The Lino Lakes Police Department conducted the investigation and found no reason to deny the application. Attached are the completed applications and the resolutions approving the requests. The temporary set -up license must be forwarded, by the organization, to the Alcohol & Gambling Enforcement Division along with the resolution approving the application and the off -site gambling permit must be forwarded, by the organization, to the State Gambling Control Board, along with the resolution approving the application. OPTIONS: 1. Approve applications to conduct off site gambling, temporary set -up license and temporary 3.2 beer on -sale license. 2. Deny applications. 3. Return to staff for further information. RECOMMENDATIONS: • 1. Approve applications.
