• <br />• <br />STAFF ORIGNINATOR: <br />MEETING DATE: <br />TOPIC: <br />VOTE REQUIRED: <br />BACKGROUND: <br />AGENDA ITEM 1B <br />Jean Viger, Deputy Clerk <br />January 13, 2003 <br />Consider Resolution 03 -01, approving application for <br />Circle -Lex Lions Club to conduct off-site gambling, <br />Resolution 03 -02 approving request for one -day <br />temporary consumption & display (set -up) license <br />and approving application for temporary 3.2 beer on- <br />sale license for one -day event. <br />Simple Majority (3/5 Vote) <br />A licensed organization, under the State Gambling Statutes, may conduct lawful gambling on <br />premises other than the organization's permitted premises for one day per calendar year or within <br />a 12- consecutive -day period in a calendar year in connection with a county fair, church festival or <br />a civic celebration. With the permission of the church, the Circle -Lex Lions Club has made <br />application to conduct a fund - raising dinner and raffle on April 5, 2003 at St. Joseph Catholic <br />Church, 171 Elm Street. <br />The Circle -Lex Lions Club has also requested a 1 -day temporary set -up license and a temporary <br />3.2 beer license. The City may not issue more than ten (10) temporary 1 -day consumption & <br />display permits in one year. This is the City's first. <br />City policy requires a background investigation every time a permit or license application is <br />received. The Lino Lakes Police Department conducted the investigation and found no reason to <br />deny the application. <br />Attached are the completed applications and the resolutions approving the requests. The <br />temporary set -up license must be forwarded, by the organization, to the Alcohol & Gambling <br />Enforcement Division along with the resolution approving the application and the off -site <br />gambling permit must be forwarded, by the organization, to the State Gambling Control Board, <br />along with the resolution approving the application. <br />OPTIONS: <br />1. Approve applications to conduct off site gambling, temporary set -up license and <br />temporary 3.2 beer on -sale license. <br />2. Deny applications. <br />3. Return to staff for further information. <br />RECOMMENDATIONS: <br />• 1. Approve applications. <br />
