Studenski, City Engineer <br />COUNCIL MEETING DATE: February 24, 2003 <br />TOPIC: Resolution No. 03 -30, Requesting Design Element Variance for <br />Elm Street Reconstruction. <br />VOTE REQUIRED: Simple majority <br />BACKGROUND: <br />State Aid requires that a minimum of 30 -mph in design speed must be <br />maintained for collector roads with ADT < 10,000 which is the case for the Elm <br />Street Reconstruction project. However, due to the existing conditions, such as <br />an elevated connecting county road that crosses over I -35W and existing home <br />locations, the design speed can not be achieved at the west end of the project. <br />A Design Element Variance is therefore necessary for this project. Staff is <br />recommending that a 75 -foot centerline radius curve posted for 15 -mph be <br />requested for the two westerly curves of Elm Street at Sunset Road. Staff has <br />addressed this with State Aid staff and approval by their board is required for the <br />variance. As part of the variance request, State Aid must receive a resolution <br />from the City requesting the variance, which includes a statement that the City of <br />Lino Lakes hold harmless the State of Minnesota in granting the variance. <br />A copy of the request is attached. <br />OPTIONS: <br />1. Adopt Resolution 03 -30, Requesting Design Element Variance for the Elm <br />Street Reconstruction Project. <br />2. Retum to staff for further review. <br />RECOMMENDATION: <br />Option No. 1 - Staff recommends that Resolution No. 03 -30 be adopted. <br />
