WS — Item #5 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 5 <br />Date: December 1, 2014 <br />To: City Council <br />From: Michael Grochala, Community Development Director <br />Re: 2015 Street Reconstruction Project <br />Background <br />On June 23, 2014 the City Council held a public hearing and took action to adopt Resolution No. <br />14-65 approving the 5 Year Street Reconstruction Plan (2015 — 2019) and provide preliminary <br />authorization for the issuance of $3,150,000 in General Obligation Bonds. The proposed project <br />includes the reconstruction of streets in the Shenandoah Area. Following approval of the plan, <br />and in accordance with Minnesota Statutes Chapter 475, the City received a voter petition <br />requiring an election to authorize issuance of the bonds. The election was successful. <br />City staff has been working with the City Engineer, WSB and Associates, to determine project <br />scope and schedule. The Street Reconstruction Plan and corresponding requirements for bond <br />issuance are fairly specific and limited to replacement of curb and gutter, required upgrades of <br />the existing stormwater management system and bituminous surfacing which includes subgrade <br />corrections as necessary. The existing sanitary sewer system will be inspected and repaired as <br />necessary. Funding for the sanitary sewer repairs will come from the sanitary sewer enterprise <br />fund. There are no proposed assessments for the project. <br />The extension of water main to service to the area is not proposed. Property owners, if <br />interested, will need to petition for water improvements. The cost of water main improvements, <br />if successfully petitioned for, would be 100% assessed. <br />Staff has placed a high priority on establishing an effective means of communication and public <br />engagement with the neighborhood. As an introduction to the project our first neighborhood <br />meeting is scheduled for Tuesday, December 16, 2014. This meeting will provide an <br />opportunity to introduce project staff, provide a preliminary overview of the project and begin to <br />collect neighborhood comments and concerns. We are proposing to establish a project website <br />as part of the process. A copy of the meeting invite is attached. <br />There are a numbers of steps that will need to be undertaken by the City Council as we move <br />forward. In the coming weeks WSB representatives will be collecting field data for design of the <br />proposed improvements. Following the initial public meeting we will be requesting council <br />action to authorize preparation of plans and specifications. WSB is currently working on the <br />proposal which will be shaped, in part, by both the preliminary field investigation and the initial <br />neighborhood meeting. We are anticipating council action on this item at the December 22, <br />2014 City Council meeting. <br />
