• <br />RESOLUTION NO. 03 -53 <br />APPROVING REQUEST OF CENTENNIAL SCHOOL DISTRICT TO INSTALL A <br />PRIVATE WELL AT RICE LAKE ELEMENTARY SCHOOL <br />WHEREAS, The City of Lino Lakes, Minnesota operates a public utility providing water <br />and sewer servies; and <br />WHEREAS, Section 401.15 Subdivision 2 states "All new homes or buildings shall <br />connect to the municipal water system if a water main is available to the property unless the <br />council approves a private well where circumstances exist. "; and <br />WHEREAS, Rice Lakes Elementary School is part of the Centennial School District and <br />is currently connected to City sewer and water; and <br />WHEREAS, the school district estimates it could save $20,000 annually by irrigating the <br />athletic fields at Rice Lake Elementary with well water rather than city water; and <br />WHEREAS, the Centennial School District has requested authorization to install a <br />private well at Rice Lake Elementary for irrigation purposes only; and <br />WHEREAS, the Lino Lakes City Council has the authority to approve the request if it <br />• finds "circumstances exist "; and <br />WHEREAS, the Lino Lakes City Council finds that: <br />1. Centennial School District is unique because it is neither a house nor business. <br />2. Taxpayers pay for operation of the School District and the city. <br />3. Using untreated well water instead of treated City water may have environmental <br />benefits. <br />4. Less use of City water will extend the life of the City's water system. <br />5. It benefits taxpayers more for Rice Lake Elementary School to irrigate athletic fields <br />with well water than with city water. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lino Lakes <br />to approve the request of Centennial School District to install a private well at Rice Lake <br />Elementary School for irrigation purposes only. <br />Passed and adopted this / `{ '1- day of AT vi , 2003. <br />CITY OF LINO LAKES, MINNESOTA <br />• <br />
