• RESOLUTION NO. 03 -53 APPROVING REQUEST OF CENTENNIAL SCHOOL DISTRICT TO INSTALL A PRIVATE WELL AT RICE LAKE ELEMENTARY SCHOOL WHEREAS, The City of Lino Lakes, Minnesota operates a public utility providing water and sewer servies; and WHEREAS, Section 401.15 Subdivision 2 states "All new homes or buildings shall connect to the municipal water system if a water main is available to the property unless the council approves a private well where circumstances exist. "; and WHEREAS, Rice Lakes Elementary School is part of the Centennial School District and is currently connected to City sewer and water; and WHEREAS, the school district estimates it could save $20,000 annually by irrigating the athletic fields at Rice Lake Elementary with well water rather than city water; and WHEREAS, the Centennial School District has requested authorization to install a private well at Rice Lake Elementary for irrigation purposes only; and WHEREAS, the Lino Lakes City Council has the authority to approve the request if it • finds "circumstances exist "; and WHEREAS, the Lino Lakes City Council finds that: 1. Centennial School District is unique because it is neither a house nor business. 2. Taxpayers pay for operation of the School District and the city. 3. Using untreated well water instead of treated City water may have environmental benefits. 4. Less use of City water will extend the life of the City's water system. 5. It benefits taxpayers more for Rice Lake Elementary School to irrigate athletic fields with well water than with city water. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lino Lakes to approve the request of Centennial School District to install a private well at Rice Lake Elementary School for irrigation purposes only.
