Do <br />December 4, 2002 <br />TO: <br />Jeff Smyser, City Planner <br />FROM: Rick DeGardner, Public Services Director <br />SUBJECT: Amended Preliminary Site Plan for Century Farm North 1 -7th Additions <br />The Park Board reviewed the Preliminary Parks /Open Space Plan for the Century Farm North 1- <br />7 Additions (dated 11/18/02) at the December 2, 2002 Park Board Meeting. <br />There was consensus among the Park Board Members that the concerns /issues discussed at the <br />August 5 Park Board Meeting have been addressed. I have identified some issues that should be <br />discussed prior to the final design being completed: <br />Sidewalk along Century Trail — Current plans are to install a 6' wide concrete sidewalk along <br />the southern side of Century Trail, within the right -of -way. The trail begins at Sunset Road and <br />extends to Carl Street. The plan indicates the sidewalk continuing easterly along Carl Street. <br />We need to make sure this sidewalk extension makes sense, de ending <br />u o <br />the existing Carl Street. P g P n the future plans of <br />Trail along northern most street — The plans currently indicate a 8' wide bituminous trail <br />along the southern edge of the road, from Sunset Drive to the eastern edge of the development. <br />We need to look at the future plans for the property to the east to determine whether an 8' wide <br />bituminous trail will make sense when the road is extended to 4th Avenue. Perhaps we may need <br />to consider a 6' wide concrete sidewalk. <br />Trails within ark area — The preliminary grading plan indicates the developer will be gradin g <br />the entire park area. Past practice has been to have the developer grade and install the base for <br />the trails. However, this should not be done within the park area as depicted on the Preliminar <br />Tree/Landscape Plan. We will need to develop a master plan for the park area, which will y <br />include trails. I expect that we will not locate the trails as illustrated. <br />I am interested in being involved in the discussion regarding the application of the Pk <br />Dedication Ordinance related to this development. This may be a complicated pro ess to <br />determine what park dedication has already been fulfilled with prior plats. Also, we will need to <br />ensure that the proposed trails along the streets are adequately funded; We may want to indicate <br />in the Developers Agreement specifically what activities (i.e. grading park area, installin g trails, <br />etc.) are required along with what City contributions will be committed for the projects. <br />•I have also included a copy of my letter dated August 6, 2002 regarding the original reli <br />plat for your review.
