AGENDA ITEM 7E <br />STAFF ORIGINATOR: Michael Grochala <br />DATE: 05/12/03 <br />TOPIC: Resolution No. 03 -63 Authorizing Preparation of an <br />Environmental Assessment Worksheet for the Village <br />Development <br />BACKGROUND: <br />The Hartford Group is proposing to be master developers of the mixed -use <br />Village project on 35W and Lake Drive. The project is anticipated to include <br />approximately 400 housing units and 200,000 sq. ft. of commercial uses. <br />Under state statutes, this size and type of development requires that an <br />Environmental Assessment Worksheet (EAW) be completed by the city as the <br />"responsible government unit" (RGU). This review looks at how a proposed <br />project could potentially effect the environment and ways to avoid or minimize <br />the impacts before the project is built. The review process includes a multi - <br />agency analysis of the proposed project's environmental effects and a public <br />comment process. <br />SEH has submitted a proposal and timetable for the completion of this EAW. <br />Because traffic impacts from the proposed project will be significant on Lake <br />Drive, SEH will also be completing a separate traffic impact analysis. The <br />developers will be required to submit an escrow of 110 percent of the cost of the <br />EAW and will be sharing the cost of the traffic analysis with developers Lakes <br />Business Park on Lake Drive. <br />This EAW is anticipated to be complete late summer. <br />RECOMMENDATION: <br />Adopt Resolution No. 03 -63 authorizing preparation of an Environmental <br />Assessment Worksheet for the Village development <br />
