AGENDA ITEM 7H
STAFF ORIGINATOR: James E. Studenski, City Engineer
COUNCIL MEETING DATE: June 9, 2003
TOPIC: Resolution No. 03 -83, Authorizing Preparation of Plans and Specifications, 2003
Surface Water Management project
VOTE REQUIRED: Simple Majority
BACKGROUND:
After storm water ponds and drainage ways are constructed, they require periodic maintenance
to ensure their effectiveness. Trappers Crossing, Millers South Glen, Pineridge, Pheasant Hills,
and several resident lot issues have been identified as areas for maintenance in 2003. Sites for
maintenance in 2003 will be further defined in the plans and specifications.
The maintenance activity required at these sites is more extensive than what is typically
undertaken by Public Works staff. They have been combined into one project in order to
minimize mobilization costs. If, after we begin preparation of the construction documents,
discover the cost of a specific maintenance activity far outweighs the benefit, we may
recommend reductions in the project scope.
The funding for this work is provided by the Surface Water Management Fund. This fund was
established in 1992 as a revenue source in order to meet the "administrative, planning,
ponding, mitigation, and water quality needs" of the City. It is reimbursed through assessments
to new subdivisions and is also collected as property owners connect to City utilities.
The schedule for this project is as follows:
City Council Authorizes Plans and Specifications
City Council Approves Plans and Specifications
City Council Authorizes Ad for Bids
City Council Awards Contract
Construction Begins
June 9, 2003
July, 2003
July, 2003
August, 2003
August/September, 2003
OPTIONS:
1. Return to staff for further review.
2. Adopt Resolution Number 03 -83 authorizing preparation of plans and specifications for the
2003 Surface Water Management project.
3. Not adopt Resolution No. 03 -83.
RECOMMENDATION:
Option No. 2 - Staff recommends that Resolution Number 03 -83 be adopted.
