1 <br />1 <br />November 3, 1977 <br />The special meeting of the Lino Lakes City Council was called to order at 8:15 P.M. on <br />November 3, 1977 by Mayor Bohjanen. Council members present; Karth, McLean, Schneider, <br />Zelinka. Absent; None. Mr. Locher was also present. <br />Mayor Bohjanen said the purpose of this meeting is to consider the union proposal in con - <br />junction with the union contract with the police department. The Union <br />maintains that Article 17.lapplies to part time employees in that when they have worked <br />2,080 hours, they should be paid for ten days vacation pay. <br />Mayor Bohjanen asked if there had been any change in the Council member's position on these <br />questions and there was none. <br />Mr. Bastain said they are in agreement on 9 Holidays, $200.00 for uniforms, and the union's <br />understanding was that a part time employee would be paid for 10 days vacation after work- <br />ing 2080 hours, the Council said they were not in agreement with that interpretation of the <br />contract. <br />The demand for "every other weekend off" was discussed. The Council said this is a manage- <br />ment problem and every effort will be made to adjust the scheduling in order to give the <br />employee some weekends off, but they will not agree to 'every other weekend off' bdeimg <br />a part of the contract. <br />Mr. Bastain said the areas of disagreement are Insurance, wages, Holiday premium, and part <br />time employee vacation pay. He said they would go to mediation and ask the mediator if the <br />language of the contract reads to that effect. <br />There was discussion on the demand for triple time if a holiday is worked. The Council was <br />in disagreement with this request. Mr. Bastain said they will consider 21 time pay for <br />concession in other points. <br />Mr. Karth noted that it would be impossible to schedule every other weekend off with the <br />present level of employees. <br />Mr. Schneider was concerned this would further restrict the City if the number of employees <br />must be cut back. The point was made that in order to handle this demand, more personnel <br />would be needed. <br />
